CHANGES TO PARKING PLACES AND PROVISION OF WAITING RESTRICTIONS IN CONNECTION WITH THE PROVISION OF SECURE BICYCLE PARKING STRUCTURES – BATCH 17

(Note: This notice is about the provision of secure bicycle parking structures and reducing the length of certain parking places in controlled parking zones to accommodate those structures) (T38(24))

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

The general effect of the Orders would be to convert 3 metres (m) of permit parking space to allow for the provision of secure bicycle parking structures (“units”) on the highway in the following roads under section 63 of the Road Traffic Act 1984. Some Cycle Hangars will be placed where waiting restrictions exist as stated. The proposed permit parking spaces to be displaced will default to "at any time" waiting restrictions where the cycle hangar will be provided. 1 unit is proposed in each road below unless otherwise stated:

a. Huddlestone Road immediately west of No. 1 (opposite No.2);

(E10 streets)

a. Buckland Road opposite No. 9 (in the southernmost parking bay)

b. Burwell Road outside No. 36 (extending from a point opposite the common boundary of Nos. 75/77)

c. Byron Road adjacent to No. 125 Vicarage Road (VR) (extending westward from the east facing wall of No. 125 VR)

d. Colchester Road adjacent to No. 32 Essex Road (bordering the single yellow line, extending into the parking bay)

e. Cromer Road adjacent to No. 38 James Lane (from a point 1m southeast of the rear access way)

f. Dunton Road adjacent to car park (opposite No. 32)

g. Kettlebaston Road (KBR) adjacent to No. 204 Lea Bridge Road (immediately north of No. 2 KBR)

*[Note: If these proposals were to go ahead then it is intended that any proposal in a location referred to in this Notice that is within an experimental CPZ would not proceed until such time and under such circumstances as the provisions of the experimental Traffic Order for the CPZ in question were continued in force indefinitely by way of a permanent Traffic Order. Roads that are currently within an experimental CPZ are indicated with ‘*’]

Note: The Orders are necessary to make space for the provision of secure bicycle parking for residents who do not have the space and/or ability to securely park bicycles in or within a reasonable distance from their home. The displaced parking space of 3 metres at any location proposed may be relocated to an alternative permit parking location within the immediate vicinity on that same road.
