PARKING POLICY REVIEW 2024 – TRAFFIC ORDER AMENDMENT

THE CAMDEN (PARKING PLACES) (GENERAL AMENDMENT) (NO. 1, 2024) ORDER 202*

1. Notice is hereby given that the Council of the London Borough of Camden propose to make the above Order under sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general nature and effect of the Order would be:-

(a) to amend the Camden (Parking Places) (CA-B) Traffic Order 2012, the Camden (Parking Places) (CA-C) Traffic Order 2012, the Camden (Parking Places) (CA-D) Traffic Order 2012, the Camden (Parking Places) (CA-E) Traffic Order 2012, the Camden (Parking Places) (CA-F) Traffic Order 2012, the Camden (Parking Places) (CA-G) Traffic Order 2012, the Camden (Parking Places) (CA-H) Traffic Order 2012, the Camden (Parking Places) (CA-J) Traffic Order 2012, the Camden (Parking Places) (CA-K) Traffic Order 2012, the Camden (Parking Places) (CA-L) Traffic Order 2012, the Camden (Parking Places) (CA-M) Traffic Order 2012, the Camden (Parking Places) (CA-N) Traffic Order 2012, the Camden (Parking Places) (CA-P) Traffic Order 2012, the Camden (Parking Places) (CA-Q) Traffic Order 2012, the Camden (Parking Places) (CA-R) Traffic Order 2012, the Camden (Parking Places) (CA-S) Traffic Order 2012, the Camden (Parking Places) (CA-U) Traffic Order 2012, the Camden (Parking Places) (CA-V) Traffic Order 2012, and the Camden (Parking Places) (CA-X) Traffic Order 2012, as amended (collectively referred to as 'the 2012 CPZ Orders'), so as to:-

(i) remove reference to a 3 month permit issue in relation to Residents' permits and restrict the validity of Residents' permits to one vehicle registration per permit;

(ii) introduce new tariff bandings for Residents' permits based on CO2 emissions or engine size and set the parking charge payable, and replace the existing diesel surcharge applicable to diesel fuelled vehicles with a new Air Quality surcharge applicable to either petrol fuelled vehicles other than Euro 6 compliant petrol vehicles or diesel-fuelled vehicles other than a Euro 6d or Euro 6d-TEMP compliant diesel vehicles, as set out in the following table:-

(iii) remove reference to a 3 month permit issue in relation to Electric vehicle permits (that is – Residents' permits issued or granted in respect of electric vehicles) and set the parking charge payable for Electric vehicle permits as follows: £92.20 (12 months validity), £49.80 (6 months validity);

(iv) restrict the validity of Business Scheme 'B' permits to one vehicle registration per permit;

(v) introduce new tariff bandings for Business Scheme 'B' permits based on whether a vehicle is an electric vehicle or not, or CO2 emissions or engine size and set the parking charge payable, and replace the existing diesel surcharge applicable to diesel fuelled vehicles with a new Air Quality surcharge applicable to either petrol fuelled vehicles other than Euro 6 compliant petrol vehicles or diesel-fuelled vehicles other than a Euro 6d or Euro 6d-TEMP compliant diesel vehicles, as set out in the following table:-

(vi) set the parking charge payable for Business Scheme 'C' permits (per annum) as follows: 1-5 vehicles - £337.81, 6th vehicle - £387.33, 7th vehicle - £434.30, 8th vehicle - £482.58, 9th vehicle - £535.63, 10th vehicle- £585.10;

(vii) simplify and update reference to permit refunds, where specified in relation to Residents' permits, Electric Vehicle permits and Business Scheme 'B' permits, to 'pro rata';

(viii) update reference to the maximum amount of visitors' parking time (Visitors' permits) available to residents, elderly or disabled residents or business so as to reflect the Council's online visitors' parking offer;

(ix) introduce new tariff bandings for Visitors' permits based on whether the application is made by a resident, an elderly or disabled resident, or a business, whether a vehicle is an electric vehicle or not, or CO2 emissions or engine size and set the parking charge payable, and introduce an Air Quality surcharge applicable to either petrol fuelled vehicles other than Euro 6 compliant petrol vehicles or diesel-fuelled vehicles other than a Euro 6d or Euro 6d-TEMP compliant diesel vehicles, as set out in the following table:-

(xii) remove reference to paid-for parking payments other than cashless payments;

(xiii) except as provided in the Note below, to reduce the maximum stay period in relation to paid-for or 'shared-use' parking places, as follows:- A. in any parking place within a controlled parking zone or street therein where the hours of control exceed 2 hours per day, the maximum stay period would be reduced to '2 hours'; and B. in any parking place within a controlled parking zone or street therein where the hours of control do not exceed 2 hours per day, the maximum stay period would be reduced to '1 hour'; Note: where there is an existing '4 hour' maximum stay period at certain paid-for or 'shared-use' parking places in streets in the immediate vicinity of hospitals in the Borough, this would be retained for the convenience of patients and their visitors;

(xiv) add to the Camden (Parking Places) (CA-C) Traffic Order 2012, the Camden (Parking Places) (CA-D) Traffic Order 2012, and the Camden (Parking Places) (CA-E) Traffic Order 2012, the permit holders' parking places in which Business permits are valid in the streets listed in the Schedule to this Notice, re-designating the Business Scheme 'A' parking places referred to in item (c) following;

(c) to revoke the Camden (Parking Places) (Business Scheme 'A') Traffic Order 2012, the parking places designated by that Order to be re-provided as permit holders parking places in which Business permits are valid, as referred to in item (b)(xiv) preceding;

(d) to amend the Camden (Parking Places) (Doctors) Traffic Order 2012 so as to introduce new tariff bandings for renewal of existing Doctors' permits (see Note below) based on whether a vehicle is an electric vehicle or not, or CO2 emissions or engine size and set the parking charge payable, and replace the existing diesel surcharge applicable to diesel fuelled vehicles with a new Air Quality surcharge applicable to either petrol fuelled vehicles other than Euro 6 compliant petrol vehicles or diesel-fuelled vehicles other than a Euro 6d or Euro 6d-TEMP compliant diesel vehicles, as set out in the following table:-

Note: renewal of Doctors' permits would be available to existing Doctors' permit holders only, new applications on behalf of medical practitioners or medical practices (including relocation of medical practice premises) would be accommodated within the provisions of the Business Scheme 'B' permit, to which a 22% discount would apply;

(e) to amend the Camden (Parking Places) (Car Club) Traffic Order 2012 so as to:-

(i) introduce new tariff bandings for Car Club permits based on whether a vehicle is an electric vehicle or not, or CO2 emissions or engine size and set the parking charge payable, and replace the existing diesel surcharge applicable to diesel fuelled vehicles with a new Air Quality surcharge applicable to either petrol fuelled vehicles other than Euro 6 compliant petrol vehicles or diesel-fuelled vehicles other than a Euro 6d or Euro 6d-TEMP compliant diesel vehicles, as set out in the following table:-

(ii) restrict the availability of Car Club permits to vehicles having CO2 emissions of 150 g/km or less (or engine size 1,299 cc or less in vehicles registered before 01 March 2001).

3.
