The Queen has been pleased by Warrant bearing date 15th December 1999, to direct the issue of a Commission under the Great Seal appointed to be kept and made use of in place of the Great Seal of Scotland appointing John Dalziel Beveridge Smart, to be Lord-Lieutenant for the Area of Kincardineshire.
