BOWES ROAD N11 EXPERIMENTAL WAITING AND LOADING RESTRICTIONS

BOWES ROAD N11 EXPERIMENTAL CHANGES TO PARKING PLACES (REMOVAL OF PERMIT HOLDER BAYS AND FREE PARKING BAYS, CREATION OF NEW DISABLED BAY AND PERMIT HOLDER BAYS)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield on 17 June 2024 made the Enfield (Bus Lane) (No. 1) Experimental Traffic Order 2024, the Enfield (Waiting and Loading Restriction) (Amendment No. 253) Experimental Traffic Order 2024, the Enfield (Residents’ Parking Places) (Arnos Grove) (Amendment No. 1) Experimental Order 2024, The Enfield (Free Parking Places) (No.2) Experimental Order 2024 and the Enfield (Free Parking Places) (Disabled Persons) (No. 4) Experimental Traffic Order 2024 under sections 9 and 10 of the Road Traffic Regulation Act 1984. The Orders will come into operation on 3 July 2024.

2. The general effect of the Orders referred to in paragraph 1 will be to:

(a) introduce a new Southeast bound bus lane on the north side of Bowes Road between No. 336 to the common boundary of Nos. 282 & 284 Bowes Road to operate “Mondays to Friday between 7am to 10am and 4pm to 7pm and on Saturdays between 10am – 2pm”

(b) introduce new waiting and loading restrictions that operate Monday – Friday 7am to 10am, 4pm to 7pm and Saturday 10am to 2pm, on the northern side of Bowes Road between a point 9.1 metres south-east of a point opposite the common boundary of Nos. 239 and 241 Bowes Road and a point 6 metres south-east of the north-eastern kerb-line of Arnos Road;

(c) introduce new waiting restrictions that operate ‘At any time’ on the southern side of Bowes Road from a point 35.6 metres east of the common boundary of Nos. 301 & 303 to a point 86 metres east of that point;

(d) introduce new waiting restrictions that operate ‘At any time’ on the northern side of Bowes Road from a point 55 metres west of the common boundary of 311/313 to a point 5 metres west of the common boundary of 311/313;

(e) remove permit parking places:

i. On the northern side of Bowes Road from a point 5 metres west of the common boundary of Nos. 330 & 332 to a point 5 metres east of the common boundary of Nos. 330 & 332;

ii. On the northern side of Bowes Road from a point 10 metres west of the common boundary of Nos. 320 & 322 to a point 0.5 metres east of the common boundary of Nos. 320 & 322;

iii. On the northern side of Bowes Road from a point 1.5 metres west of the common boundary of Nos. 302 & 304 to a point 4.5 metres east of the common boundary of Nos. 302 & 304;

iv. On the northern side of Bowes Road from a point 3.5 metres west of the common boundary of Nos. 298 & 300 to a point 7 metres east of the common boundary of Nos. 298 & 300;

(f) provide a new disabled persons’ parking place on the southern side of Bowes Road from a point 35.6 metres east of the common boundary of Nos. 301 & 303 to a point 29 metres east of the common boundary of 301 & 303;

(g) Provide new permit holder parking bays to operate Monday – Friday 11am - noon:

i. On the southern side of Bowes Road from a point 29 metres east of the common boundary of Nos. 301 & 303 to a point 8 metres east of the common boundary of Nos. 301 & 303;

ii. On the southern side of Bowes Road from a point 2.5 metres west of the common boundary of Nos. 251 & 253 to a point 3.5 metres east of the common boundary of Nos. 251 & 253;

(h) remove the existing free parking bays on the southern side of Bowes Road from a point 46 metres east of the common boundary of Nos. 301 & 303 to a point 74 metres east of the common boundary of Nos. 301 & 303.

3. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Enfield intends to install pedestrian refuge islands in the middle of the carriageway outside Nos. 318 and 320 Bowes Road.

4. Copies of the Orders, that were advertised on 26 June 2024, which will come into operation on 3 July 2024, and will continue in operation for up to 18 months, and of the Council’s statement of reasons for making the Order and other relevant documents can either be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, Mondays to Fridays 9am – 5pm, or viewed online at: https://new.enfield.gov.uk/services/roads-and-transport/traffic-management-orders/. Copies of relevant documents can also be obtained by emailing traffic@enfield.gov.uk or by writing to Traffic and Transportation (quoting reference TG52/1519 Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD.

These arrangements will apply until the Orders cease to have effect.

5. The Council will consider in due course whether the provisions of the experimental Orders referred to in paragraph 1 should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984.

6. Anyone wishing to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
