THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the disabled resident parking places Orders (excluding Stratford South East) would be to designate disabled resident parking places for use only by persons who are resident within the Canning Town, Canning Town North, East Ham, East Ham South East, Green Street North, Market Street, Monega, Plaistow South, Prince Regent, Royal Docks East, Stratford, Stratford North West, Upton Park and Wakefield Controlled Parking Zones (CPZs), who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g., to load or unload goods or pick up or set down passengers. Disabled Resident Parking places would be designated outside each of the following locations. (Note – at locations where an ‘overlap’ is also stated, the parking place will overlap the frontage of the adjacent property numbers, by up to 1 metre): -

Canning Town Controlled Parking Zone – No. 26 Ozolins Way E16;

Canning Town North Controlled Parking Zone – No. 29 Chester Road E16 (overlaps No. 31) and No. 42 Malmesbury Terrace E16;

East Ham Controlled Parking Zone – No. 218 Byron Avenue E12, No. 227 Byron Avenue E12, No. 48 Hall Road E6 (overlaps No. 46) and No. 223 Shakespeare Crescent E12;

East Ham South East Controlled Parking Zone – No. 68 Charlemont Road E6, Johnstone Road E6 (south-east of Nos. 241-251 High Street South E6) and No. 80 St Albans Avenue E6; Green Street North Controlled Parking Zone – No. 30 Belton Road E7 (overlaps No. 32);

Market Street Controlled Parking Zone – No. 18 Bartle Avenue E6 (overlaps No. 16), No. 4 Ernald Avenue E6 (overlaps No. 6), Flanders Road E6 (Opposite Anika House) and No. 12 Macaulay Road E6;

Monega Controlled Parking Zone – No. 267 Halley Road E12, No. 197 Monega Road E7, No. 358 Sherrard Road E12, No. 371 Sherrard Road E12 (overlaps No. 369) and No. 94 Stafford Road E7;

Plaistow South Controlled Parking Zone – No. 69 Patrick Road E13 (overlaps No. 71) and No. 51 Southern Road E13 (overlaps No. 49);

Prince Regent Controlled Parking Zone – No. 4 Belgrave Road E13, Isom Close E13 (opposite Nos 1 to 8) and No. 98 Kildare Road E16 (overlaps No. 100);

Royal Docks East Controlled Parking Zone – Dockland Street E16 (within the car parking area at the southern extremity, east of Nos. 32/50);

Stratford Controlled Parking Zone – No. 76 Keogh Road E15 (overlaps No. 78);

Stratford North West Controlled Parking Zone – Nos. 17/23/29 Hatfield Road E15 and Nos. 34/40 Hatfield Road E15 (overlaps Nos. 32/38);

Upton Park Controlled Parking Zone – No. 100 Elizabeth Road E6, No. 16 Lansdown Road E7 (overlaps No. 14), No. 262 Neville Road E7, No. 15 Rothsay Road E7 (overlaps No. 17), No. 6 St. Stephen’s Road E6, No. 63 St. Stephen’s Road E6 and No. 124 Upton Park Road E7;

and Wakefield Controlled Parking Zone – No. 34 Spencer Road E6 (overlaps No. 32).

3. The general effect of the Stratford South East Disabled Resident Parking Places Order and the Stratford South East Parking Places Order would be to:-

(a) relocate the existing disabled resident parking place outside the south-western end of Nos. 1 to 6 Dell Close E15, so that it would now lie 2 metres north-east of its current location; and

(b) remove a short length of parking place from the centre of Nos. 1 to 6 Dell Close E15, which would be replaced by waiting restrictions operating on Monday to Friday from 10am to 12 noon (single yellow line).

4. The general effect of the Upton Park Parking Places Order would be to remove a short length (6.3 metres) of ‘shared use’ parking place (permit holders and 2 hour paid-for parking) on the east side of Wyndham Road E6 at a point 24.9 metres south of the southern kerb-line of St. Stephen’s Road, which would be replaced by waiting restrictions operating on Monday to Saturday from 8am to 6.30pm (single yellow line).

5. The general effect of the Plaistow North Parking Places Order and the Waiting and Loading Order would be to convert an existing paid-for parking place (one hour maximum stay) and existing ‘at any time’ waiting restrictions on the south-east side of Swete Street near its junction with High Street E13 into a Plaistow North (PN) permit holders only parking place.

6. Documents giving more detailed particulars of the proposed Orders can be made available for inspection during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

8. All objections and other representations relating to the proposed Orders must be made in writing and received by 31 July 2024. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to traffic.orders@newham.gov.uk.

9. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
