PROPOSED INTRODUCTION OF FREE PARKING PLACES IN MORDEN ROAD AND WAITING RESTRICTIONS IN HEATHERDENE CLOSE, LONDON ROAD, MORDEN GARDENS AND MORDEN ROAD

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the “Free Parking Places” Order would be to introduce free parking places operating between the hours of 8am and 6pm on Mondays to Fridays in the lengths of street specified in Schedule 1 to this notice and specify that:

(a) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, and motorcycles;

(b) vehicles may be left for a period of not more than 1 hour, no return within 2 hours;

(c) the usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.

3. The general effect of the “Waiting and Loading” Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 40 minutes) would be prohibited:-

(i) “at any time” in the lengths of street specified in Schedule 2 to this notice;

(ii) between the hours of 8am and 6pm Mondays to Fridays in the lengths of street specified in Schedules 1 and 3 to this notice;

(b) the waiting restrictions in Heatherdene Close and Morden Gardens were updated to better reflect the current layout.

4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of street to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Documents are also available for viewing at https://www.merton.gov.uk/streets-parking-transport/parking/cpz/cpzrb .

5. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/RB no later than 16 August 2024.

1. Morden Road, the north side, from a point 9 metres east of the eastern kerb-line of Deer Park Gardens, eastward for a distance of 22 metres.

2. Morden Road, the north side, from a point 60 metres east of the eastern kerb-line of Deer Park Gardens, eastward for a distance of 48 metres.

3. Morden Road, the north side, from a point 52 metres west of a point opposite the western kerb-line of Ravensbury Lane, eastward for a distance of 19 metres.

9. Morden Road, the south side, from a point 10 metres east of the eastern kerb-line of Ravensbury Lane eastward for a distance of 24 metres.

10. Morden Road, the south side, from a point 29 metres west of the western kerb-line of Morden Gardens, westward for a distance of 18.4 metres.

11. Morden Road, the south side, from a point 18.4 metres west of the western kerb-line of Morden Gardens westward for a distance of 5 metres.

12. Morden Road, the south side, from a point 10 metres east of the eastern kerb-line of Morden Gardens eastward for a distance of 7 metres.

13. Morden Road, the south side, from the common boundary of Nos. 81 and 83 Morden Road westward to the common boundary of Nos. 85 and 87 Morden Road.

14. Morden Road, the south side, from a point 21 metres west of the western kerb-line of Heatherdene Close, westward for a distance of 20 metres.

SCHEDULE 2

HEATHERDENE CLOSE, THE NORTH-EAST TO SOUTH-WEST ARM, the south-east side, from a point 6 metres north-east of a point opposite the northern kerb-line of Runes Close south-westward for a distance of 16 metres.

HEATHERDENE CLOSE, THE WEST TO EAST ARM,

(a) the north-east side,

(i) from a point opposite the common boundary of Nos. 34 and 35 Heatherdene Close to its north-westernmost extremity;

(ii) from a point 3 metres north-east of the common boundary of Nos. 14 and 15 Heatherdene Close to its south-easternmost extremity;

(b) the south-west side,

(i) from a point opposite the common boundary of Nos. 35 and 36 Heatherdene Close to its north-westernmost extremity;

(ii) from a point opposite the common boundary of Nos. 14 and 15 Heatherdene Close to its south-easternmost extremity.

LONDON ROAD,

(a) the north-west side, from the south-west kerb-line of the entrance to the rear car park of Nos. 282 and 284 London Road to a point 4 metres south-west of a point in line with the southern boundary of Amber Court, London Road;

(b) the south-west side, from the southern kerb-line of car park entrance of the Crown Inn, London Road to a point 50 metres south-west of the southern kerb-line of Tramway Path;

MORDEN GARDENS, both sides, from the common boundary of Nos. 35 and 37 Morden Gardens, southward to and including its southernmost cul-de-sac.

MORDEN ROAD,

(a) both sides, between its junction with Ravensbury Grove and a point in in line with the common boundary of Nos. 57 and 59 Morden Road, except in any length of street specified in Schedule 1 or Schedule 3 to this notice, or in any existing disabled parking place;

(b) the north-east side, from a point in line with the common boundary of Nos. 57 and 59 Morden Road to its junction with London Road;

(c) the south-west side, from the common boundary of Nos. 29 and 31 Morden Road to its junction with London Road.

SCHEDULE 3

MORDEN ROAD, the south side, between the common boundary of Nos. 85 and 87 Morden Road and the common boundary of Nos. 99 and 101 Morden Road.
