PROPOSED CHANGES TO CERTAIN OFF-STREET RBKC HOUSING PARKING BAY PROVISIONS IN THE 375 PORTOBELLO ROAD, HENRY DICKENS COURT, LONGLANDS COURT, PORTOBELLO COURT AND TOR COURT HOUSING ESTATES AND WORLD’S END HOUSING ESTATE UNDERGROUND CAR PARK

THE KENSINGTON AND CHELSEA (HOUSING ESTATES) (OFF-STREET PARKING PLACES AND WAITING AND LOADING RESTRICTIONS) (AMENDMENT NO. 3) ORDER 2024

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea on 13th August 2024 have made the above-mentioned Order under sections 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the order which would be in respect of the following off-street housing estates:-

(a) 375 Portobello Road Housing Estate - to convert 1 metre (3ft) of RBKC-Housing Disabled Parking Bay (PBR 02) to Hatched Markings; (b) 375 Portobello Road Housing Estate - to convert RBKC-Housing Resident Parking Bay (bay 4) to RBKC-Housing Disabled Parking Bay (PBR 03);

(c) 375 Portobello Road Housing Estate - to convert 1 metre (3ft) of RBKC-Housing Disabled Parking Bay (PBR 03) to Hatched Markings;

(d) 375 Portobello Road Housing Estate - to remove three RBKC-Housing Visitor (VIS) bays (current parking bays 19 to 21);

(e) 375 Portobello Road Housing Estate - to convert two RBKC-Housing Resident Permit Holders (PBR) bays (current bays 17 and 18) to RBKC-Housing Visitor (VIS) bays; (

f) 375 Portobello Road Housing Estate - to convert RBKC-Housing Disabled Parking bay (PBR 01) to a Housing Visitors’ (VIS) bay;

(g) Henry Dickens Court Housing Estate - to convert RBKC-Housing Resident Permit Holders (HDC) bay (parking bay number 15) to RBKC-Housing Disabled Parking bay (HDC 19);

(h) Longlands Court Housing Estate - to convert RBKC-Housing Resident Permit Holders (LLC) bay (parking bay number 4) to RBKC-Housing Disabled Parking bay (LLC 05);

(i) Portobello Court Housing Estate - to convert RBKC-Housing Resident Permit Holders (PBC) bay (parking bay number 1) to RBKC-Housing Disabled Parking bay (PBC 03);

(j) Tor Court Housing Estate - to convert two RBKC-Housing Resident Permit Holders (TCE) bays, (parking bay numbers 6 and 7) to two RBKC-Housing Visitor (VIS) Bays; and

(k) World’s End Estate Underground Car Park - to convert BKC-Housing Resident Permit Holders (WE2) bay (parking bay number 40) to RBKC-Housing Disabled Parking bay (WE2 07);

3. A copy of the Order, which will come into force on 20th August 2024 and of all other relevant documents can be obtained for inspection by emailing trafficorders@rbkc.gov.uk, quoting reference: “Housing Amend 3” and can be inspected at The Council Offices, The Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London, W8 6PW between 9am and 5pm on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.

4. Anyone wishing to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

5. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
