1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Disabled Resident Parking Places Orders and the Disabled Persons Permit Parking Places Order would be to designate disabled resident parking places for use only by persons who are resident within the Boleyn, Canning Town North, East Ham, Green Street North, Little Ilford, Manor Park, Market Street, Monega, Plaistow North, Plaistow South, Prince Regent, Royal Docks East, Stratford North East, Stratford North West, Stratford South East, Upton Park, and Wakefield Controlled Parking Zones (CPZs), who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g., to load or unload goods or pick up or set down passengers. A single parking place would be designated at each of the locations listed below. (NOTE – At locations where an ‘overlap’ is also stated, the proposed parking place would overlap the frontage of the adjacent property numbers, by up to 1 metre unless otherwise mentioned):-

Boleyn Controlled Parking Zone – No. 27 Central Park Road, E6 (overlaps No. 25);

Canning Town North Controlled Parking Zone – No. 42 Sutton Road, E13 (overlaps No. 40);

East Ham Controlled Parking Zone – No. 171 Browning Road, E12 (overlaps No. 173), No. 95 Burges Road, E6 (overlaps No. 97 by 2 metres), No. 44 Gladstone Avenue, E12 (overlaps No. 46), and No. 41 Sibley Grove, E12 (overlaps No. 43);

Green Street North Controlled Parking Zone - No. 51 Whyteville Road, E7 (overlaps No. 53);

Little Ilford Controlled Parking Zone - No. 27 Gloucester Road, E12 (overlaps No. 28 by 1.5 metres), No. 108 Harcourt Avenue, E12 (overlaps No. 106), No. 181 Little Ilford Lane, E12 (overlaps No. 179), No. 201 Parkhurst Road, E12, No. 124 Third Avenue, E12 (overlaps No. 130 by 2 metres), and No. 14 Washington Avenue, E12 (overlaps No. 12);

Manor Park Controlled Parking Zone - No. 117 Carlyle Road, E12 (overlaps No. 119);

Market Street Controlled Parking Zone - No. 9 Gillet Avenue, E6;

Monega Controlled Parking Zone - No. 271 Sherrad Road, E12 (overlaps No. 273), No. 127 Shrewsbury Road, E7 (overlaps No. 131 by 1.1 metres), No. 123 South Esk Road, E7 (overlaps No. 121), and No. 2 Stafford Road, E7 (overlaps No. 4);

Plaistow North Controlled Parking Zone - No. 34 Stock Street, E13 (overlaps No. 36);

Plaistow South Controlled Parking Zone - No. 41 Northern Road, E13 and No. 73 Humberstone Road, E13 (overlaps No. 75 by 3.2 metres);

Prince Regent Controlled Parking Zone - No. 36 Avenons Road, E13 (overlaps No. 34 by 1.4 metres), No. 14 Ingal Road, E13 (overlaps No. 16), No. 80 Kildare Road, E17 (overlaps No. 78), No. 59 New Barn Street, E13 (overlaps No. 61) and No. 71 New Barn Street, E13 (overlaps No. 73);

Royal Docks East Controlled Parking Zone - No. 3 Constance Street, E16;

Stratford North East Controlled Parking Zone - No. 13 Clova Road, E7 (overlaps No. 11) and No. 15 Stork Road, E7 (overlaps No. 17);

Stratford North West Controlled Parking Zone – Bramall Close, E15 (outside Nos. 8 to 12);

Stratford South East Controlled Parking Zone - No. 3 Marriot Road, E15 (overlaps No. 5 by 3.2 metres);

Upton Park Controlled Parking Zone - No. 34 Churston Avenue, E13 (overlaps No. 36 by 2.5 metres); and

Wakefield Controlled Parking Zone - No. 10 Courtland Road, E6 (overlaps No. 12 by 1.3 metres).

3. Documents giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by emailing traffic.orders@newham.gov.uk, by telephoning 020 3373 6415, or inspected (by prior appointment - please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

5. All objections and other representations relating to the proposed Orders must be made in writing by 4 September 2024. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to traffic.orders@newham.gov.uk.

6. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
