Notice is hereby given that the Westminster City Council propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
  The general effect of the Bus Stop Clearway Order would be to prohibit stopping by vehicles (except local buses and taxis) at bus stops in Gloucester Place and Portman Street at all times. The bus stop in Portman Street would be lengthened.
  The general effect of the Bus Lanes Orders would be to introduce 2 bus lanes in the lengths of Gloucester Place, specified in Schedule 1 to this notice, to operate between 10 a.m. and 7 p.m. on Mondays to Saturdays inclusive and “at any time”. The bus lanes would be available for local buses, taxis and cycles.
  The general effect of the Disabled Persons Parking Place Order would be to shorten a disabled person’s parking place in Gloucester Place.
  The general effect of the Parking Places Order would be to relocate certain residents parking places in Gloucester Place.
  The general effect of the Waiting and Loading Restriction Order would be further to amend the City of Westminster (Waiting and Loading Restriction) Order 1976, so that:

  (a) the hours of operation of the existing prohibition on:
      (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that it would apply at any time in the lengths of streets specified in Schedule 2 to this notice;
      (ii) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that it would apply between 7 a.m. and 7 p.m. on Mondays to Saturdays in the lengths of streets specified in Schedule 4 to this notice.

  (b) the hours of operation of the existing prohibition on:
      (i) waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply at any time in the lengths of streets specified in Schedule 3 to this notice;
      (ii) waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply between 7 a.m. and 7 p.m. on Mondays to Saturdays in the lengths of streets specified in Schedule 5 to this notice;
      (iii) waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply between 4 p.m. and 7 p.m. on Mondays to Fridays in the lengths of streets specified in Schedule 6 to this notice.

  The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at Hyder Consulting Ltd., 29 Bressenden Place, London SW1E 5DZ, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decide not to make the Orders.

  Any objections or other representations about any of the proposed Orders should be sent in writing to the Council’s agents, Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ, quoting Ref. WES1360/ORD/1775/AA, until the expiration of a period of 21 days from the date on which this notice is published. All objections must specify the grounds on which they are made.

Schedule 1
Bus Lane to Operate 10 a.m. to 7 p.m.

   Gloucester Place, the south-west side, from a point 55 metres south-eastern kerb-line of Montagu Place to the south-eastern kerb-line of York Street.

Bus Lane to Operate at All Times

   Gloucester Place, the south-west side, from the northern kerb-line of York Street to a point 3 metres south-east of the south-eastern kerb-line of Salisbury Place.

Schedule 2
No Waiting at Any Time

Portman Street:
  (i) the east side, from the northern kerb-line of Portman Mews South northward for a distance of 2 metres;
  (ii) the east side, from the southern kerb-line of Granville Place southward for a distance of 2 metres;
  (iii) the west side, from the northern kerb-line of Bryanston Street northward for a distance of 3 metres.

Schedule 3
No Waiting or Loading at Any Time

   Gloucester Place, the north-west side, between a point 21 metres north-east of the north-eastern kerb-line of York Street.
   Portman Square, the triangular island site situated at or adjacent to the north and west arms of Portman Square.

Schedule 4
No Waiting 7 a.m. and 7 p.m. Mondays to Saturdays

   Gloucester Place, the west side, from the southern kerb-line of York Street to the northern kerb-line of Upper Berkeley Street.
   Portman Square, western arm, east side and west side.

Portman Street:
  (i) the east side, from the southern kerb-line of Portman Square (southern arm) to a point 2 metres north of the northern kerb-line of Portman Mews South.
  (ii) the east side, from a point 2 metres south of the southern kerb-line of Granville Place to the northern kerb-line of Oxford Street.
  (iii) the west side, from the northern kerb-line of Oxford Street northwards for a distance of 15.6 metres.
  (iv) the west side, from the southern kerb-line of Seymour Street to a point 3 metres north of the northern kerb-line of Bryanston Street.

Schedule 5
No Loading 7 a.m. to 7 p.m. Mondays to Saturdays

Gloucester Place:

(a) the east side:
  (i) between a point 24.5 metres north of the northern kerb-line of Bickenhall Street and a point 12 metres south of the southern kerb-line of York Street.
  (ii) between a point 17 metres north of the northern kerb-line of Dorset Street and a point 21 metres south of the southern kerb-line of Dorset Street.
  (iii) between a point 12 metres north of the northern kerb-line of Blandford Street and a point 17.5 metres south of the southern kerb-line of Portman Close.
  (iv) between a point 15 metres north of the northern kerb-line of Portman Square (north arm) and that kerb-line.

(b) the west side:
  (i) between the southern kerb-line of York Street and a point 97 metres south of the southern kerb-line of Montagu Place.
  (ii) between a point 9 metres north of the northern kerb-line of George Street and the southern kerb-line of Upper Berkeley Street.

Portman Square:
  west arm, both sides.

Portman Street:

(a) the east side:
  (i) between the southern kerb-line of Portman Square (south arm) and a point 23.5 metres south of that kerb-line.
  (ii) between a point 2 metres north of the northern kerb-line of Portman Mews South and the northern kerb-line of Oxford Street.

(b) the west side.

Schedule 6
No Loading 4 p.m. to 7 p.m. Mondays to Fridays

Gloucester Place:

(a) the east side:
  (i) between a point 12 metres south of the southern kerb-line of York Street and a point 12 metres north of the northern kerb-line of Crawford Street.
  (ii) between a point 12 metres south of the southern kerb-line of Crawford Street and a point 17 metres north of the northern kerb-line of Dorset Street.
  (iii) between a point 17.5 metres south of the southern kerb-line of Dorset Street and a point 12 metres north of the northern kerb-line of Blandford Street.
  (iv) between a point 17.5 metres south of the southern kerb-line of Portman Close and a point 15 metres north of the northern kerb-line of Portman Square (north arm).

  Portman Street, the east side, between a point 23.5 metres south of the southern kerb-line of Portman Square (south arm) and a point 2 metres north of the northern kerb-line of Portman Mews South.
