Notice is hereby given that the Council of the London Borough of Sutton, following a direction given by the Secretary of State for Transport under section 57(1) of the Road Traffic Act 1991 to implement a Local Road Local Plan, made the above-named experimental traffic Orders on Monday, 2nd March 1998, under the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and the Road Traffic Act 1991. The Orders come into effect on Monday, 16th March 1998, and can remain in force for up to 18 months.   2. (a) The principal objective of the Orders is to introduce Priority (Red) Route controls on that length of the A232 lying within the London Borough of Sutton. These controls include:       (i) double red lines which will prohibit stopping by any vehicle at locations where stationary vehicles cause congestion or safety problems at any time;       (ii) single red lines which will prohibit stopping by any vehicle at locations where stationary vehicles cause congestion or safety problems during the working day;       (iii) areas marking on the carriageway in “boxes” where parking and loading/unloading activities can take place at various times and for various periods, at locations where stationary vehicles do not cause congestion or safety problems.   (b) The introduction of the new Red Route controls will improve traffic conditions so that people and goods can move freely and safely, and journey times and reliability, particularly for buses, will be improved. The genuine needs of residents and businesses are allowed for so far as is reasonably possible.   (c) The new Red Route controls will be introduced on an experimental basis to allow for minor amendments to be made in the light of operational experience. The Council will be considering making a permanent Order in like terms in due course.   3. The general effect of The A232 Local Road (Sutton) Red Route Experimental Traffic Order 1998 will be to introduce Red Route controls in the following constituent roads of the A232 lying within the London Borough of Sutton: Cheam Road (Cheam), Ewell Road, High Street (Cheam), Cheam Road (Sutton), Carshalton Road, Chalk Pit Way, Sutton Court Road, Grove Road, Sutton Park Road, Pound Street, High Street (Carshalton), Acre Lane and Croydon Road.   4. The general effect of The A232 Local Road (Sutton) Red Route (Side Roads) Experimental Traffic Order 1998 will be to introduce Red Route controls in the side roads of the A232 lying within the London Borough of Sutton. The roads affected are specified in the Schedule to this notice with the extent of the Red Route controls in these roads, measured in metres from an imaginary line extended from the kerb-line of the A232, indicated in brackets after the road name.   5. While the Orders are in force the Council may modify or suspend the Orders or any of their provisions if it appears essential to do so for certain purposes.   6. In due course the Council will be considering whether or not the provisions of the Orders should be continued in force indefinitely. Within the period of 6 months from the coming into force of the Orders, or if the Orders are subsequently varied by another Order or modified, from the coming into force of that variation or modification (whichever is the latest), any person may object to the making of an Order to continue indefinitely those provisions. Any such objection must be made in writing, giving the grounds on which it was made, and sent to the Head of Planning and Transportation, London Borough of Sutton, Environmental Services Department, 24 Denmark Road, Carshalton, Surrey SM5 2JG. Any objection may be communicated to other persons who may be affected.   7. Copies of the Orders, plans indicating the location and effect of the restrictions, the Council’s statement of reasons for making the Orders and for proceeding by way of experiment, and copies of Orders revoked, suspended or varied by the Orders may be examined at Civic Offices, St. Nicholas Way, Sutton, Monday to Friday, 9 a.m. to 5 p.m.; and Environmental Services, 24 Denmark Road, Carshalton, Monday to Friday, 9 a.m. to 5 p.m.   8. The documents will be available for inspection during the period within which objections can be made in accordance with paragraph 6 above.   9. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
