The Waltham Forest (North Chingford) (Parking Places) (Pay and Display) Order 199  The Waltham Forest (Waiting and Loading Restriction) (Amendment No. ) Order North Chingford Parking Scheme—Conversion to Pay and Display Operation

Notice is hereby given that the Council of the London Borough of Waltham Forest, hereinafter called the Council, propose to make the above-mentioned Orders under sections 6, 45, 46, 49, 51 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic Regulation (Parking) Act 1986, the Parking Act 1989 and the Road Traffic Act 1991.   The general effect of the Orders would be to convert the method of operation of the existing voucher controlled parking system in Station Road, North Chingford and certain parts of the adjoining side streets, to “pay and display” ticket operation and also to make minor changes in respect of the waiting and loading restrictions in certain of those side streets. Note. The new method of control would impose a 4 hour maximum stay at all the parking places for all vehicles, except specified disabled persons’ vehicles.   The general effect of the Parking Places Pay and Display Order would be to provide:   (a) “pay and display” controlled parking places in the streets referred to in Schedule 1 to this notice;   (b) that only passenger vehicles (12 seats or less), goods carrying vehicles (the overall height and length of which do not exceed 2.3 metres and 5.25 metres respectively), motor cycles and invalid carriages, displaying a valid ticket from a ticket parking meter (pay and display machine) may be left in those parking places;   (c) that pay and display tickets would be available from pay and display machines situated in the vicinity of the partking places;   (d) that the parking charge in respect of the parking places would be either:       (i) £1.20 for a parking period of not more than four hours; or       (ii) 60p for a parking period of not more than two hours; or       (iii) 20p for a parking period of not more than one hour,   (e) that a vehicle may not return to a parking place after it has left it within 1 hour,   (f) that the parking places would operate between 9 a.m. and 5 p.m., on Mondays to Saturdays inclusive, (Christmas Day, Good Friday and Bank Holidays excepted); and   (g) that certain other vehicles may wait in the parking places, free of charge, in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit).   The general effect of the Waiting and Loading Restriction Order would be to further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977 so that:   (a) the hours during which the existing prohibition applies on waiting by vehicles would be changed in respect of a certain length of the street specified in Schedule 2 to this notice, to the times stated at the beginning of that Schedule;   (b) the existing prohibition on waiting by vehicles would be revoked in respect of certain lengths of the streets specified in Schedule 3 or 4 to this notice during the times stated at the beginning of the respective Schedule in order to regularise the situation that exists on the ground;   (c) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be imposed in an additional length of the street specified in Schedule 5 to this notice during the times stated at the beginning of that Schedule.   A copy of both of the proposed Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order, where applicable), of the Waltham Forest (North Chingford) (Parking Places) Order 1996, of the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders at:   (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E.17;   (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E.4; and   (c) The Information Office, Municipal Offices, High road, Leyton, London E.10.   Any person desiring to object to the proposed Orders or make other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to the Council’s agents, The Project Centre, 61-71 Collier Street, London N1 9BE, quoting the reference PCL/DF/LB30/125/3 by 5th March 1998.
