Vicarage Farm Road, Hounslow—Proposed Parking Scheme

Notice is hereby given that the Council of the London Borough of Hounslow propose to make the following Orders:   (a) the Hounslow (Parking Places) (No. ) Order 199  under sections 45, 46 and 49 of the Road Traffic Regulation Act 1984 (as amended);   (b) the Hounslow (Waiting and Loading Restriction) (Amendment No. ) Order 199  under sections 6 and 124 of and Part IV of Schedule 9 to the aforementioned Act of 1984 and the Road Traffic Act 1991; and   (c) the Hounslow (Loading Places) (Amendment No. ) Order 199  under section 6 of the Act of 1984.   2. The general effect of the Orders would be to impose a system of parking control in the streets or parts of streets in or adjacent to Vicarage Farm Road specified in Schedules 1, 2 and 3 to this Notice.   3. The general effect of the Parking Places Order would be to:   (a) designate parking places on the highway specified in column 1 of Schedule 1 to this Notice at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places and provides that the type of parking place so designated would be as set out in column 2 of that Schedule;   (b) provide that the parking places would operate between 7 a.m. and 7 p.m. on Mondays to Saturdays (Christmas Day, Good Friday and Bank Holidays excepted);   (c) specifies that:       (i) in respect of the meter bays, that passenger vehicles (12 seats or less), goods carrying vehicles, motor cycles and invalid carriages may be left therein;       (ii) in respect of the meter bays, the charge would be at the rate of 20 pence for each period of 12 minutes with a maximum period of stay of 1 hour;       (iii) in respect of the meter bays, the penalty charge—payable to the Borough Council—would be £40 (of £20 if paid within 14 days), the unexpired time on a parking meter may be used free of charge and the period during which a vehicle may not return to a parking place would be 1 hour;   (d) provides that certain vehicles may wait free of charge in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes).   4. The general effect of the Waiting and Loading Restriction Order would be to further amend the Hounslow (Waiting and Loading Restriction) Order 1977 so that:   (a)  (i) waiting by vehicles (including for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited “at any time” throughout the week in the streets or parts of street specified in Schedule 2 to this Notice;       (ii) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited “at any time” throughout the week in the streets or parts of streets specified in Schedule 3 to this Notice;       (iii) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 7 a.m. and 7 p.m. on Mondays to Saturdays inclusive in Vicarage Farm Road, the north-west side, between a point 5 metres north-east of a point opposite the common boundary of Nos. 52 and 54 Vicarage Farm Road and a point 5.3 metres north-east of a point opposite the common boundary of Nos. 74 and 76 Vicarage Farm Road;   (b) waiting for the purposes of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11 a.m and 6.30 p.m. on Mondays to Saturdays in the streets or parts of streets referred to in sub-paragraph 4(a)(ii) and (iii) above;   (c) the sale or offer for sale of goods from a vehicle in the streets or parts of streets referred to in paragraph 4(a) above would be prohibited unless there is in force a valid licence issued by the Hounslow Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected.   5. The prohibitions referred to in paragraphs 4(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking-up or setting-down of passengers, the carrying out of statutory powers or duties, the taking in of petrol, etc., from roadside petrol stations, to licensed street traders, etc. The usual exemption relating to vehicles displaying a disable persons “Orange Badge” would apply.   6. The general effect of the Loading Places Order would be to designate a parking place outside Nos. 52 to 54 Vicarage Farm Road for use only by goods vehicles to wait for the purpose of loading or unloading for a period not exceeding 20 minutes.   7. A copy of the proposed Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order) of the Council’s statement of reasons for proposing to make the Orders and of a map which indicates the lengths of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 21 days from the date on which this Notice is published in the Environmental Services Reception Area at the Civic Centre, Lampton Road, Hounslow TW3 4DN.   8. Any person wishing to object to the proposed Orders should send a statement in writing giving the grounds of the objection to the Director of Environmental Services, London Borough of Hounslow, Civic Centre, Lampton Road, Hounslow TW3 4DN, quoting Ref. 1. Vicarage Farm Road, the north-west side, from a point 5 metres south-west of a point opposite the common boundary of Nos. 56 and 58 Vicarage Farm Road north-eastwards for a distance of 10 metres. Parking Meters—20 pence per 12 minutes—maximum stay of 1 hour.
2. Vicarage Farm Road, the north-west side, between a point 4.6 metres south-west of a point opposite the common boundary of Nos. 64 and 66 Vicarage Farm Road and a point 5.3 metres north-east of a point opposite the common boundary of Nos. 74 and 76 Vicarage Farm Road. Parking Meters—20 pence per 12 minutes—maximum stay of 1 hour.

Schedule 2
No waiting and no loading/unloading “at any time”

Shenley Road:   (a) the north-east side, between the north-western kerb-line of Vicarage Farm Road and a point opposite the south-eastern boundary of No. 1 Shenley Road;   (b) the south-west side, between the north-western kerb-line of Vicarage Farm Road and a point opposite the south-eastern boundary of No. 2 Shenley Road. Vicarage Farm Road:   (a) the north-west side, between a point 5.3 metres north-east of a point opposite the common boundary of Nos. 74 and 76 Vicarage Farm Road and a point 10.1 metres south-west of a point opposite the north-eastern boundary of No. 141 Vicarage Farm Road;   (b) the south-east side between a point 5 metres north-east of a point opposite the common boundary of Nos. 52 and 54 Vicarage Farm Road and a point 10.1 metres south-west of a point opposite the north-eastern boundary of No. 141 Vicarage Farm Road.
