Parking Amendments: St. James’s Ward Parking Study

Notice is hereby given that the Wesminster City Council on 11th March 1998, made the above-mentioned Orders under section 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.   The general effect of the Parking Places Orders will be to:   (a) provide additional residents’ parking space in Castle Lane, Caxton Street, Garrick Street, Long Acre, Mercer Street, St. James’s Square, St. Martin’s Lane, Surrey Street and Waterloo Place;   (b) provide additonal 2-hour metered parking space in Bedford Street, Charles II Street, Essex Street, Long Acre, Maiden Lane, Milford Lane, Oxendon Street, St. James’s Market, St. James’s Street, Sardinia Street and Savoy Hill;   (c) provide additional 2-hour pay and display parking space in Drury Lane, Henrietta Street, Northumberland Avenue, Savoy Place and William IV Street;   (d) convert a 2-hour meter bay to a disabled bay in Charles II Street;   (e) convert certain 2-hour pay and display bays in Waterloo Place to disabled bays; and   (f) provide additional disabled bays in Ryder Street and Wellington Street.   The proposals to provide additional metered parking in Arlington Street, Northumberland Street, Victoria Embankment and Warwick Row, additional residents parking in Bedford Street and additional disabled parking in Storey’s Gate and Victoria Embankment, which were advertised on 18th July 1997, have been deleted.   The classes of vehicles for which the parking places will be available, the hours during which they will operate and all time limits during which vehicles may be left in those parking places will remain the same as for other similar parking places in the immediate vicinity.   The general effect of the Waiting and Loading Restriction Order will be to further amend the City of Westminster (Waiting and Loading Restriction) Order 1976, so:   (a) that in the lengths of the streets specified in the Schedule to this notice the hours during which the existing prohibition applies on:       (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be changed so that it will apply “at any time”;       (ii) waiting by vehicles for more than 20 minutes in the same place for the purpose of delivering or collecting goods or loading or unloading a vehicle will be changed so that it will be prohibited between 11 a.m. and 6.30 p.m. throughout the week;   (b) as to extend an existing solo motor-cycle parking area in Burleigh Street and provide an additional solo motor-cycle parking area in Russell Street.   The parking place Orders will come into force for the purposes of the placing of traffic signs etc. on 16th March 1998, and into force for all other purposes on 6th April 1998. The Waiting and Loading Restriction Order will come into force on 6th April 1998.   Copies of the made Orders, of the City of Westminster (Parking Places) (No. 5) Order 1974, the City of Westminster (Parking Places) (No. 3) Order 1975, the City of Westminster (Parking Places) (No. 22) Order 1976, the City of Westminster (Free Parking Places) (Disabled Person) (No. 1) Order 1994, the City of Westminster (Waiting and Loading Restriction) Order 1976 (and of the Orders which have amended or applied those Orders), of plans which indicate the locations and effects of the Orders and of the Council’s statement of reasons for making the Orders can be inspected until 22nd April 1998, in One Stop Services, Westminster City Hall, 64 Victoria Street, London SW1E 6QP.   Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders, may, make application for the purpose to the High Court by 22nd April 1998.   Kean Street, the north-east side, between a point 6.8 metres south of a point opposite the party wall of Nos. 23 and 29 to 33 Kingsway and a point 17.7 metres north of a point opposite the party wall of Nos. 23 and 29 to 33 Kingsway.   Mercer Street, the north-east side, between a point 8 metres south-east of the south-eastern kerb-line of Shelton Street and a point 20 metres south-east of that kerb-line. 12th March 1998.
