The Bexley (Free parking places) (Disabled Persons) (Amendment No. 28) Traffic Order 1998

Notice is hereby given, that the Council of the London Borough of Bexley, on 26th January 1998, made the above-mentioned Order, under sections 6 and 124 of and part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.   The general effect of the Bexley (Free Parking Places) (Disabled Persons) (Amendment No. 28) Traffic Order 1998, will be to:   (a) designate parking places in which vehicles authorised by the Order may be left for any period during the permitted hours without charge in the roads specified in the Schedule to this notice;   (b) provide that the parking places will operate at any time throughout the week;   (c) specify, in respect of the parking places in the roads in the Schedule, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as “the Orange Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1982 may be left therein; and   (d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.   A notice of proposal was advertised on 21st April 1997, for a designated parking place for disabled drivers vehicles in Northcote Road, Sidcup. The Council deferred its introduction under Regulation 19 of the Local Authorities Traffic Order (Procedure) (England and Wales) Regulations 1996. That bay is now introduced.   A notice of proposal was advertised on 11th December 1997, for designated parking places for disabled drivers vehicles in Brantwood Avenue, Erith; East Holme, Erith; Heath Way, Crayford; and Springfield Road, Welling. The Council has deferred the introduction of these bays under Regulation 19 of the Local Authorities Traffic Order (Procedure) (England and Wales) Regulations 1996, to be introduced at a later date.   A copy of the Order, which will come into operation on 2nd February 1998, the Bexley (Free Parking Places) (Disabled Persons (No. 1) Traffic Order 1989, (and of the Orders which have amended that Order), the Council’s statement of reasons for making the Order, and of the maps which indicate each length of road to which the Order relates, can be inspected during normal office hours on Mondays to Fridays inclusive, until the expiration of a period of 6 weeks from the date on which this notice is published in (a) Chief Engineer’s Department, Sidcup Place, Sidcup, Kent DA14 6BT; and (b) The Information Centre, Civic Offices, Broadway, Bexleyheath, Kent DA6 7LB.   Copies of the Order may be purchased from the Chief Engineer’s Department, Room 20, Sidcup Place, Sidcup, Kent DA14 6BT.   Any person desiring to question the validity of the Order, or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder, has not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
