Notice is hereby given that the Council of the London Borough of Croydon, on 2nd February 1998, made the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.   The general effect of the Orders will be to make permanent the following experimental measures:   (a) to amend the waiting and loading restrictions in the whole length of High Street, Thornton Heath, and at its junctions with Woodville Road, Brigstock Road, Stuart Road, Grange Park Road, Gillett Road, The Drive, Cassland Road and The Retreat, so that waiting or loading by vehicles will be prohibited at any time throughout the week or between 7 a.m. and 7 p.m., Monday to Saturday inclusive;   (b) to designate additional parking places in High Street, Thornton Heath and Grange Park Road for passenger vehicles, goods carrying vehicles, motor cycles and invalid carriages, where waiting is limited to 30 minutes (maximum) for a charge of 20p (maximum), for use during the hours of 9.30 a.m. to 4.30 p.m., Mondays to Saturdays inclusive;   (c) to designate free parking places for goods vehicles only for the purpose of loading or unloading between the hours of 7 a.m. and 7 p.m., Monday to Saturday, in High Street, Thornton Heath and Grange Park Road and to restrict waiting thereon to a maximum period of 30 minutes; and   (d) to redesignate bus stop clearways in High Street, Thornton Heath so that waiting by vehicles other than buses, taxis and cycles will be prohibited in the clearways at any time throughout the week, which areas will be marked on the carriageway by a yellow “Bus Stop” marking and by a double yellow line within that marking.   Copies of the Orders, which will come into operation on 11th February 1998, of the Council’s statement of reasons for making the Orders, and of a plan showing the roads affected, can be inspected at the “One Stop” Facility at the main Council Offices, Taberner House, Park Lane, Croydon, during normal office hours, Mondays to Fridays, inclusive.   Copies of the Orders may be obtained from the Traffic and Highways Section of the Public Services and Works Department, Taberner House, Park Lane, Croydon.   Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
