The City of Westminster (Doctor Parking Place) (Revocation No. 1) Order 1998

Notice is hereby given that the Westminster City Council, on 18th February 1998, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.   The general effect of the Parking Places Order will be to:   (a) convert certain 2 and 4 hour meter parking places in Chichester Street and Guildhouse Street to “shared use” parking places. These parking places will be available for resident permit holders or for 2-hour pay-and-display parking;   (b) make amendment to certain parking place designations so that they conform with the parking provision on the ground;   (c) provide that in the “shared use” parking places (when used by vehicles not displaying valid parking cards) the vehicles which may be left shall be passenger vehicles (12 seats or less), certain goods carrying vehicles, motorcycles and invalid carriages;   (d) provide that in the “shared use” parking places (when used by vehicles not displaying valid parking cards) the rate of charge will be 10p for 6 minutes up to a maximum of £2 for 2 hours (the minimum charge will be 10p for 6 minutes). Payment of the parking charge will be 10p, 20p, 50p or £1 coins;   (e) provide that in the “shared use” parking places, vehicles displaying a valid parking card bearing the letter “A” issued by the City Council may be left. The charge for their use will be 85 pence per day unless a valid season ticket is displayed. Season tickets cost £25 for 3 months or £85 for 12 months;   (f) provide that the parking places will operate (except on Christmas Day, Good Friday and Bank Holidays) between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays inclusive;   (g) provide that certain other vehicles may wait in the parking places free of charge in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), and vehicles left by specified disabled persons (no time limit).   The general effect of the disabled persons (white badge) parking place Order will be to relocate a disabled person’s parking place in Hugh Street.   The general effect of the doctor parking place revocation Order will be to remove a redundant doctor parking place in Tachbrook Street to correct an anomaly.   The Orders and other documents giving more detailed particulars of the Orders are available for inspection between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ, until 1st April 1998.   The Orders will come into force for the placing of traffic signs, etc., on 21st February 1998, and for all other purposes on 23rd February 1998.   Any person desiring to question the validity of the Orders, or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 1st April 1998.
