Controlled Parking in the Brixton and Stockwell Areas
Notice is hereby given that the Council of the London Borough of Lambeth, on 16th
February 1998, made the Lambeth (Brixton) (Parking Places) (No. 1) Order 1998, the
Lambeth (Stockwell) (Parking Places) (No. 1) Order 1998, the Lambeth (Free Parking
Places) (Disabled Persons) (No. 1) Order 1998, the Lambeth (Waiting and Loading Restriction)
(Special Parking Area) (Amendment No. 6) Order 1998, the Lambeth (Waiting and Loading
Restriction) (Amendment No. 67) Order 1998, the Lambeth (Doctor Parking Place) (Revocation
No. 1) Order 1998 and the Lambeth (Free Parking Places) (Revocation) Order 1998 under
sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation
Act 1984, as amended.
In brief, the general nature and effect of the Orders will be to divide the existing
Brixton Controlled Parking Zone into 2 separate controlled parking zones (1 zone to
be known as the Brixton Controlled Parking Zone and the other to be known as the Stockwell
Controlled Parking Zone) and to extend the Stockwell Zone to certain streets which
are not at present within a controlled parking zone. The Orders will also revise the
layout and use of existing parking places, provide new parking places, make a business
parking permit available to certain business users and provide that the residents’
parking places in the existing Brixton “inner zone” will no longer be available for
use on Saturdays, free of charge.
In further detail, the Orders will:
(a) revoke all the existing metered and residents’ parking places and all the motor
cycle parking areas in the existing Brixton Controlled Parking Zone and revoke a doctor
parking place in Acre Lane;
(b) provide that the new Brixton Controlled Parking Zone will comprise of the streets
and parts of streets specified in Schedule 1 to this notice and the new Stockwell
Controlled Parking Zone will comprise of the streets and parts of streets specified
in Schedule 2 to this notice;
(c) designate parking places on the streets specified in Schedules 3 to 16 inclusive
to this notice and provide motor cycle parking areas on the streets specified in Schedule
17 to this notice and provide that those parking places and areas will be for the
use of the vehicles described at the beginning of each of those Schedules;
(d) provide that the parking places on the streets specified in Schedules 3 to
15 inclusive to this notice under the sub-headings in Stockwell CPZ and in Brixton
CPZ (outer area) will operate between 8.30 a.m. and 5.30 p.m. on Mondays to Fridays
(Christmas Day, Good Friday and Bank Holidays excepted) and the motor cycle parking
areas specified in Schedule 17 to this notice under those sub-headings will operate
between 8.30 a.m. and 5.30 p.m. on Mondays to Fridays;
(e) provide that the parking places on the streets specified in Schedules 3 to
14 inclusive to this notice under the sub-heading in Brixton CPZ (inner area) will
operate between 8.30 a.m. and 5.30 p.m. on Mondays to Saturdays (Christmas Day, Good
Friday and Bank Holidays excepted) and the motor cycle parking areas specified in
Schedule 17 under this sub-heading will operate between 8.30 a.m. and 5.30 p.m. on
Mondays to Saturdays;
(f) provide that the parking places on the streets specified in Schedule 16 to
this notice will operate at all times;
(g) provide that the parking charge paid at a meter or ticket machine and referred
to in Schedules 3 to 9 to this notice will be at the rate of 20 pence for the first
10 minutes, 40 pence for 20 minutes and then 10 pence for each 5 minutes thereafter
(hourly rate: £1.20) up to a maximum period of 2 hours at the 2-hour parking places
and 4 hours at the 4-hour parking places;
(h) provide that the period during which a vehicle may not return to a 2-hour or
4-hour parking place in the case where a parking charge has been paid at a meter or
at a ticket machine, will be 1 hour;
(l) provide that residents’ permits bearing the letters “BR” would be issued, following
payment of the appropriate charge, to a person who satisfies the Council that they
reside in a street or part of a street specified in Schedule 1 to this notice (within
the new Brixton Controlled Parking Zone) and that they are the keeper and user of
the vehicle for which the permit is required;
(j) provide that business permits bearing the letters “BB” would be issued, following
payment of the appropriate charge, in respect of a vehicle which the Council is satisfied
is essential to the daily operation of a business carried out at premises in a street
or part of a street specified in Schedule 1 to this notice (within the new Brixton
Controlled Parking Zone) and which is used in the activity of the purchase or sale
of goods or services in connection with that business;
(k) provide that residents’ permits bearing the letters “SR” will be issued, following
payment of the appropriate charge, to a person who satisfies the Council that they
reside in a street or part of a street specified in Schedule 2 to this notice (within
the new Stockwell Controlled Parking Zone) and that they are the keeper and user of
the vehicle for which the permit is required;
(l) provide that business permits bearing the letters “SB” will be issued, following
payment of the appropriate charge, in respect of a vehicle which the Council is satisfied
is essential to the daily operation of a business carried out at premises in a street
or part of a street specified in Schedule 2 to this notice (within the new Stockwell
Controlled Parking Zone) and which is used in the activity of the purchase or sale
of goods or services in connection with that business.
Schedule 1
Streets on which 4-hour parking places would be provided for the use only of vehicles
displaying a valid ticket purchased from a ticket parking meter (“pay and display”):
Hambalt Road.
Schedule 2
Streets on which parking places would be provided for the use only of vehicles displaying
either a valid residents’ permit (including a residents’ motor cycle permit), trade
permit or visitors’ permit: Cautley Avenue, Englewood Road, Hambalt Road, Hazelbourne
Road, Klea Avenue, Lessar Avenue, Lynette Avenue, Mandalay Road, Narbonne Avenue and
Shandon Road.
Schedule 3
Streets on which parking places would be provided for the use only of vehicles displaying
either a valid business permit or teachers’ permit: Hambalt Road, Klea Avenue and
Narbonne Avenue.
Schedule 4
Streets on which parking places would be provided for the use of vehicles displaying
either a valid business permit, residents’ permit, trade permit, teachers’ permit
or a visitor’s permit: Englewood Road, Klea Avenue, Narbonne Avenue and Shandon Road.
Schedule 5
Streets on which parking places would be provided for the use of vehicles displaying
either a valid business permit, residents’ permit, trade permit, teachers’ permit
or visitors’ permit, or a valid ticket purchased from a ticket parking meter (“pay
and display”): Cautley Avenue, Englewood Road, Hambalt Road, Hazelbourne Road, Klea
Avenue, Lessar Avenue, Lynette Avenue and Narbonne Avenue.
Schedule 6
Streets on which parking places would be provided for the use of vehicles displaying
an “Orange Badge” in accordance with the regulations relating to the use of such badges:
Cautley Avenue, Englewood Road, Hambalt Road, Klea Avenue, Lessar Avenue, Lynette
Avenue, Mandalay Road and Narbonne Avenue.
Schedule 7
Streets on which parking areas would be provided for the use of motor cycles: Englewood

Streets for the purposes of the eligibility of permits: Abbeville Road (the west

Schedule 9
Streets and parts of streets in which waiting by vehicles would be restricted between
8.30 a.m. and 6.30 p.m. on Mondays to Fridays: In parts of Cautley Avenue, Englewood
Road, Hambalt Road, Hazelbourne Road, Klea Avenue, Lessar Avenue, Lynette Avenue,
Narbonne Avenue and in the whole of Mandalay Road and Shandon Road.
(m) provide that the vehicles referred to in Schedules 3 to 16 inclusive to this
notice will be passenger vehicles (8 seats or less), goods carrying vehicles, motor
cycles or invalid carriages;
(n) provide that charges will be made for permits, as follows:
(i) for a residents’ permit for all qualifying vehicles, except motor cycles:
£10, £20, £35 and £65 for a period of 1 month, 3 months, 6 months and 12 months respectively;
(ii) for a residents’ permit for a motor cycle: £11, £17, and £29 for a period
of 3 months, 6 months and 12 months respectively;
(iii) for a business permit: £255 for a period of 12 months;
(o) provide that visitors’ permits will be made available to residents, subject
to certain conditions, at the rate of £2.50 for any period during the hours that the
zone operates on any one day (minimum charge £12.50 for a booklet of 5 visitors’ permits)
and that vehicles displaying a visitors’ permit may use certain parking places;
(p) impose waiting restrictions on vehicles between 8.30 a.m. and 5.30 p.m. on
Mondays to Fridays:
(i) where no such restrictions apply at present in the streets specified in
Schedule 18 to this notice and
(ii) in an additional length of Sidney Road;
(q) change the times during which the existing waiting restrictions on vehicles
apply in Coldharbour Lane, between Brixton Road and Somerleyton Road, so that such
restrictions would apply at any time;
(r) change the times during which the existing waiting restrictions on vehicles
apply in the parts of streets specified in Schedule 19 to this notice;
( Note: Except as specified in sub-paragraphs (p), (q) and (r) above, all the existing restrictions
on waiting by vehicles and loading and unloading a vehicle within the original Brixton
Controlled Parking Zone will remain unchanged).

the date on which the Orders are made at:

from 9.30 a.m. until 4.30 p.m. on Mondays to Fridays; and
(b) the Tate Library, Brixton Oval, Brixton, London S.W.2, from 1 p.m. until 8
p.m. on Mondays, from 10 a.m. until 6 p.m., on Tuesdays and Fridays, from 10 a.m.
until 8 p.m. on Thursdays and from 9 a.m. until 5 p.m. on Saturdays (this library
is closed on Wednesdays); and
(c) the Tate Library, 180 South Lambeth Road, London S.W.8 from 1 p.m. until 6
p.m. on Mondays, from 2.30 p.m. until 6 p.m., on Wednesdays and Fridays, from 10 a.m.
until 6 p.m on Thursdays and from 2.30 p.m. until 5 p.m. Saturdays (this library is
closed on Tuesdays).
If any person wishes to question the validity of any of the Orders or of any of
their provisions on the grounds that it or they are not within the powers conferred
by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of
any Instrument made under that Act has not been complied with, that person may, within
6 weeks from the date on which the Order is made, apply for the purpose to the High
Court.
