London Borough of Richmond-upon-Thames (Major events, Hampton Court Palace) (Restrictions on Motor Vehicles) Traffic Order 1998. Notice is hereby given that the Council of the London Borough of Richmond-upon-Thames, with the consent of the Councils of the Borough of Elmbridge and the Royal Borough of Kingston-upon-Thames by agreements made under section 101 of the Local Government Act 1972, on 27th April 1998 made the above Order under section 1 and section 6 of the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991.   The effects of the Order are to:   (a) prohibit vehicles entering Cigarette Island Lane, East Molesey from Hampton Court Way;   (b) prohibit vehicles turning right from Hampton Court Road into The Green car park and into the Campbell Road entrance of The Green car park; from The Green car park and the Campbell Road exit from The Green car park into Hampton Court Road; from Stud Farm Road into Hampton Court Road; from Hampton Court Road into Stud Farm Road; from Laurel Gate into Hampton Court Road and from Hampton Court Road into Laurel Gate;   (c) prohibit vehicles turning left from the Campbell Road exit from The Green car park into Hampton Court Road;   (d) prohibit vehicles waiting in Creek Road, East Molesey; Bridge Road, East Molesey, the south side (between Wolsey Road and Creek Road); Graburn Way, East Molesey (those parts that are public highway); Hampton Court Bridge; Hampton Court Road (between Kingston Bridge and Church Road, Hampton); Hampton Court Way, East Molesey (between Riverbank and Summer Road); Hurst Road, East Molesey (between Church Road and Sadlers Ride); Kingston Bridge and Parkway, East Molesey (between Hurst Road and Vine Road); and   (e) prohibit all vehicles from setting down or picking up passengers in Hampton Court Road in the vicinity of Hampton Court Palace.   All the above restrictions may operate between the hours of 8 a.m. and 9 p.m. on those days when major events are taking place at Hampton Court Palace and when signs prescribed by the Traffic Signs Regulations and General Directions 1994 are displayed. The roads affected and the specific times of operation of the restricitons will be determined by the police in consultation with the Local Authority.   The Order will come into operation on 4th May 1998.   Copies of the Order, and of the Council’s statement of reasons for making the Order together with plans showing the roads affected by the Order can be inspected at the:   (a) Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15 a.m. and 5 p.m. on Mondays to Fridays;   (b) Central Reference Library, Old Town Hall, Whittaker Avenue, Richmond during opening hours;   (c) Hampton Library, Rosehill during opening hours;   (d) Hampton Wick Library, Bennett Close during opening hours;   (e) West Molesey Library, The Forum, Walton Road during opening hours.   Copies of the Order may be purchased from the Highways and Transport Department, Civic Centre, 44 York Street, Twickenham TW1 3BZ.   Any person wishing to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or of any Instrument made under the Act has not been complied with that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court. 1st May 1998.
