Gosport Borough Council (Forton Lake Opening Bridge) Order

Notice is hereby given that application is being made by Gosport Borough Council (“the Council”) to the Secretary of State for the Environment, Transport and the Regions, Department of the Environment, Transport and the Regions, c/o TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR, for an Order under section 3 of the Transport and Works Act 1992, the purpose of which is, at Forton Lake and land adjacent to it between Priddy’s Hard and Weevil Lane, in the Borough of Gosport, in the county of Hampshire, to provide for:

  (1) the demolition of the existing derelict bridge, the construction of two temporary causeways in Forton Lake, the construction and operation of an opening bridge for pedestrian and restricted vehicular traffic across Forton Lake and a series of piled moorings in Forton Lake to the west and east of the proposed bridge; and
  (2) the construction and maintenance of subsidiary works, the use of Forton Lake for the drainage of the works to be authorised by the Order, the temporary closure of Forton Lake, precautions to be taken concerning tidal works and safety to navigation, the creation of offences for obstruction of authorised works and misuse of the proposed bridge; the removal of vessels and obstructions, the making of byelaws for the regulation and operation of the bridge and the conduct of persons using it, the entering into and carrying into effect agreements for the management of the bridge; and incidental, supplemental and consequential matters.

  And notice is further given that:

  (a) Application is being made to the Secretary of State for deemed planning permission in respect of the works referred to in paragraph (1) above, subject to the reservation of certain matters for subsequent approval by the local planning authority.
  (b) A copy of the application and the documents submitted with it may be inspected, free of charge, as follows: Gosport Library, High Street, Gosport, Hampshire PO12 1BT, from 15th July 1998 to 25th August 1998, on Mondays and Wednesdays from 9.30 a.m. to 5 p.m., on Tuesdays, Thursdays and Fridays from 9.30 a.m. to 7 p.m., and on Saturdays from 9.30 a.m. to 4 p.m.; Bridgemary Library, 74 Brewers Lane, Bridgemary, Gosport PO13 0LA, from 16th July 1998 to 25th August 1998, on Mondays and Fridays from 10 a.m. to 1 p.m. and 2 p.m. to 5 p.m., on Tuesdays from 10 a.m. to 1 p.m., on Thursdays from 10 a.m. to 1 p.m. and 2 p.m. to 7 p.m., and on Saturdays from 9.30 a.m. to 1 p.m.; Elson Library, 136 Chantry Road, Elson, Gosport PO12 4NG, from 16th July 1998 to 25th August 1998, on Mondays from 10 a.m. to 1 p.m., on Tuesdays and Thursdays from 10 a.m. to 1 p.m. and 2 p.m. to 5 p.m., on Fridays from 10 a.m. to 1 p.m. and 2 p.m. to 7 p.m., and on Saturdays from 9.30 a.m. to 1 p.m.; and Lee-on-the-Solent Library, High Street, Lee-on-the-Solent PO13 9BZ, from 16th July 1998 to 25th August 1998, on Tuesdays from 10 a.m. to 1 p.m. and 2 p.m. to 5 p.m., on Thursdays from 10 a.m. to 1 p.m. and 2 p.m. to 7 p.m., on Fridays from 10 a.m. to 1 p.m. and on Saturdays from 9.30 a.m. to 1 p.m.
  (c) Copies of the draft Order, the explanatory memorandum and the Environmental Statement may be purchased at a reasonable price at the Town Hall, High Street, Gosport, Hampshire PO12 1EB.
  (d) Any person may object to the making of the Order by giving notice in writing in the period 14th July 1998 to 25th August 1998, to the Secretary of State for the Environment, Transport and the Regions, Department of the Environment, Transport and the Regions, c/o TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR. Such objections must arrive not later than 25th August 1998. An objection will not be valid unless (i) it is received by the due date, (ii) is made in writing, (iii) states the grounds of objection, and (iv) gives the objector’s name and address.
  (e) All requests for further information may be made, and all notices or other documents required to be served upon the applicant under the above-mentioned Act or the Transport and Works (Applications and Objections Procedure) Rules 1992 may be sent, to Rees & Freres, Solicitors and Parliamentary Agents.
