THE NEWHAM (GREEN STREET NORTH) (DISABLED RESIDENT PARKING PLACES) (NO. 2 ) ORDER 2013
- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 4 November 2013 made the above mentioned Orders under Sections 6, 45, 46, 49, 51 and 124 of the Road Traffic Regulation Act 1984, as amended.
- 2 The general effect of the Orders will be to:
(A) amend certain parking places within the Green Street North Controlled Parking Zone (CPZ), which operates on Monday to Saturday between 8am and 6.30pm, so that:
- a certain existing free short stay parking places in Chaucer Road, Dunbar Road, Glenparke Road, Gower Road, Grosvenor Road E7, Kitchener Road, Skelton Road, Studley Road, St. George’s Road, St. John’s Terrace, Upton Lane, Vale Road, Westbury Terrace and Whyteville Road, which currently allow a maximum stay of 30 minutes (no return within 1 hour), will change so that they will allow a maximum stay of 2 hours (no return within 2 hours);
- b an existing permit holder parking place in Beauchamp Road (adjacent to No. 22 St.George’s Road) will change to “shared use” which will allow permit holders to park without time limit and non-permit holders to park free for a maximum stay of 2 hours (no return within 2 hours);
- c an existing free short stay parking place outside Nos. 81 and 83 Upton Lane which currently allows a maximum stay of 30 minutes (no return within 1 hour) will change to a free motor cycle parking place operating 24 hours every day;
- d certain existing free short stay parking places in Upton Lane and Westbury Road, which currently allow a maximum stay of 30 minutes (no return within 1 hour), will change to “shared use” parking places which will allow permit holders to park without time limit and non-permit holders to park free for a maximum stay of 30 minutes (no return within 1 hour);
- e certain existing “shared use” parking places in Dunbar Road, Kitchener Road and Studley Road, which currently allow permit holders to park without time limit and non-permit holders to park free for a maximum stay of 30 minutes (no return within 1 hour), will change so that the maximum stay for non-permit holders will be 2 hours (no return within 2 hours);
- f certain existing “shared use” parking places in Westbury Road and Westbury Terrace, which currently allow permit holders to park without time limit and non-permit holders to park free for a maximum stay of 30 minutes (no return within 1 hour), will change to free short stay parking places which will allow free parking for a maximum stay of 2 hours for all vehicles (no return within 2 hours);
- g an existing free short stay parking place in Grosvenor Road E7, which currently allows a maximum stay of 30 minutes (no return within 1 hour), will be extended so as to replace an adjacent motorcycle parking place to create a new “shared use” parking place which will allow permit holders to park without time limit and non-permit holders to park free for a maximum stay of 2 hours (no return within 2 hours);an existing free short stay parking place in Chaucer Road, which currently allows a maximum stay of 30 minutes (no return within 1 hour), will change to a loading only bay between 8am and 11am on Monday to Saturday. Between 11am and 6.30pm all vehicles will be able to park free of charge for a maximum stay of 30 minutes (no return within 1 hour);
- h an existing free short stay parking place in Sylvan Road, which currently allows a maximum stay of 30 minutes (no return within 1 hour), will be removed;
- i disabled resident parking places, operating 24 hours every day, will be provided for use by Disabled (Blue) Badge holders living in the CPZ who meet the current criteria for provision of disabled persons’ parking places. Disabled resident parking places will be provided at the following locations: No. 18 Beauchamp Road E7; No. 25 Cheshunt Road E7; Dunbar Road E7 (adjacent to the flank wall of No. 20 Wyatt Road); No. 14 Elmhurst Road E7; No. 65 Elmhurst Road E7; No. 5 Finden Road E7; No. 59 Grosvenor Road E7; No. 6/8 Halley Road E7; No. 63 Kitchener Road E7; No. 78 Monega Road E7; Monega Road (adjacent to the flank wall of No. 2 Grays Terrace, Katherine Road); Nos. 1/1a Ratcliff Road E7; No. 30 Ratcliff Road E7; No. 37 Sherrard Road E7; No. 101 Sherrard Road E7; No. 59 Strone Road E7; No. 89 Strone Road E7; and
(B) revoke the following Orders and incorporate their provisions into the new Orders to include them within the Green Street North Controlled Parking Zone Orders so that one set of Orders covers the former Green Street East and the Green Street North CPZs:
- 3 Copies of the Orders, which will come into force on 11 November 2013, and documents giving more detailed particulars of the Orders, are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU for a period of six weeks from the date on which the Orders were made.
- 4 If any person wishes to question the validity of any of the Orders or of any of their provisions contained therein on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders were made, apply for the purpose to the High Court.
