THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 71) ORDER 2017; THE WALTHAM FOREST (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 46) ORDER 2017 (WXS(X))

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 12th April 2017 made the above mentioned Traffic Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, the general effect of which will be to continue indefinitely certain provisions mentioned below of the experimental traffic orders listed in the Schedule to this Notice, which by way of an experiment introduced: -

(a) the Brewster Road Area (BWR) Controlled Parking Zone into: Brewster Road E10, Coopers Lane E10, Crawley Road E10 and Farmer Road E10 (the north-easternmost, north-east to south-west and north-west to south-east arms); where permit holder parking places, waiting restrictions and a free short stay (FSS) parking place were provided to operate between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive (the FSS parking place in Crawley Road E10 (north-east side – opposite Nos. 5 to 25 has a maximum stay of 1 hour and no return within 2 hours); and in some of the aforementioned roads waiting restrictions were either provided or amended to operate at various times including "at any time".

(b) the Wilmot Road Area (WR) Controlled Parking Zone into: Rosedene Terrace E10, Thornhill Gardens E10, Thornhill Road E10 and Wilmot Road E10 where permit holder parking places, waiting restrictions and free short stay (FSS) parking places were provided to operate between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive (the FSS parking places in Wilmot Road E10 (north-east side – adjacent to No. 26 Grange Park Road; and south-west side – adjacent to No. 24 (surgery) Grange Park Road have a maximum stay of 1 hour and no return within 2 hours); and in some of the aforementioned roads waiting restrictions were either provided or amended to operate at various times including "at any time".

(c) the Whipps Cross South Area (WXS) extention to existing Controlled Parking Zone into: Carnarvon Road E10, Colchester Road E10 (between Essex Road and Cromer Road), Cromer Road E10, Essex Road E10 (between Lea Bridge Road and James Lane), Greg Close E10, James Lane E10, (between Essex Road and Cromer Road), Liverpool Road E10, Matlock Road E10 (north-westernmost arm), Nottingham Road E10 (north-westernmost arm) where permit holder parking places and waiting restrictions were provided to operate between 9 a.m. and 6 p.m. on Mondays to Fridays inclusive; and in some of the aforementioned roads waiting restrictions were either provided or amended to operate at various times including "at any time"

Note: new types of permit, permit eligibility and criteria, along with variations in pricing for certain permits will apply on the anniversary/renewal of any existing permit. These conditions became effective from 8th August 2016. Further details are explained in the 20th June 2016 edition of WFN issue 163 (see traffic order reference T7(16)); alternatively further details will be explained when renewing permits.

2. Copies of the Orders, which will come into operation on 24th April 2017 for the BWR and WXS CPZ Orders and on 25th April 2017 for the WR CPZ Order and all other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.

3. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
