1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 15 May 2017 made the above-mentioned Orders under Sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers.

2. The general effect of the Orders will be to introduce the Royal Docks East Controlled Parking Zone (CPZ) comprising the streets specified in the Schedule to this Notice. The CPZ will operate from 8am to 6.30pm throughout the week (referred to below as “the operational hours”) and the provisions in the new CPZ will include:

Parking places for permit holders only (marked out on the carriageway) during the operational hours in Barge House Road, Brixham Street, Camel Road, Claremont Close, Connaught Road, Constance Street, Dockland Street, Drew Road, Fernhill Street, Fishguard Way, Grenadier Street, Holt Road, Kennard Street, Leonard Street, Lord Street, Manwood Street, Milk Street, Muir Street, Newland Street, Parker Street, Pier Road, Rymill Street, Saville Road, Silverland Street, Winifred Street, Woodman Street, Woolwich Manor Way and Wythes Road;

Parking for permit holders only (indicated by the sign “Permit holders parking only past this point” without marked out parking places on the carriageway) during the operational hours in Antwerp Way, Ben Tillett Close, Church Street E16, Claremont Street, Dockland Street (arm off Albert Road and arm outside Nos. 14-50), Glenister Street, Muir Street (arm off Tate Road), Robert Street, Sheldrake Close, Station Street E16, Storey Street, Tate Road (carriageway to rear of Nos. 13 – 31 Pier Parade) and Winifred Street (east to west arm);

‘Shared use’ parking places (permit holders and charged short-stay parking) in Claremont Close, Dockland Street, Parker Street, Rymill Street, Woodman Street and Wythes Road in which vehicles displaying a permit may be left during the operational hours without time limit and vehicles without a permit may be left during the operational hours for a maximum period of 30 minutes (no return within 1 hour) at a charge of £1 for up to 30 minutes;

‘Shared use’ parking places (permit holders and charged short-stay parking) in Drew Road, Kennard Street, Newland Street and Woolwich Manor Way in which vehicles displaying a permit may be left during the operational hours without time limit and vehicles without a permit may be left during the operational hours for a maximum period of 2 hours (no return within 1 hour) at a charge of £2 for up to 1 hour or £3 for up to 2 hours;

‘Shared use’ parking places (permit holders and charged short-stay parking) in Albert Road, Fishguard Way, Grimsby Grove, Henley Road, Manwood Street, Store Road and Thames Road in which vehicles displaying a permit may be left during the operational hours without time limit and vehicles without a permit may be left during the operational hours for a maximum period of 4 hours (no return within 1 hour) at a charge of £2 for up to 1 hour or £3 for up to 2 hours or £4 for up to 4 hours;

‘Short stay’ parking places in Albert Road, Constance Street and Woodman Street in which vehicles may be left during the operational hours for a maximum period of 30 minutes (no return within 1 hour) at a charge of £1;

‘Short stay’ parking places in Albert Road, Fernhill Street and Pier Road in which vehicles may be left during the operational hours for a maximum period of 1 hour (no return within 1 hour) at a charge of £2;

(Payment of the above parking charges will be by means of the Council’s cashless payment system by making an approved credit/debit card payment by mobile phone or via the internet.)

Any Newham CPZ permit parking places in Drew Road, Fishguard Way, Kennard Street, Manwood Street, Newland Street and Woodman Street in which vehicles displaying a resident or business permit issued for use in any London Borough of Newham CPZ may be left during the operational hours for a maximum period of 20 minutes (no return within 1 hour);

Disabled resident parking places, operating at any time, for use by disabled badge holders who meet the current criteria for provision of disabled persons’ parking places and display a disabled resident permit in Camel Road, Church Street E16, Claremont Close, Claremont Street, Drew Road, Fernhill Street, Grenadier Street, Holt Road, Leonard Street, Lord Street, Manwood Street, Milk Street, Muir Street, Parker Street, Rymill Street, Saville Road, Storey Street, Winifred Street, Woodman Street, Woolwich Manor Way and Wythes Road;

The revocation of any redundant disabled persons’ parking places and the conversion of existing disabled persons’ parking places to new disabled resident parking places;

Car club parking places, operating at any time, for the use of vehicles displaying a valid car club permit in Camel Road, Fishguard Way, Saville Road, Winifred Street and Woodman Street; and

Waiting restrictions operating either during the operational hours or ‘at any time’.

3. Residents and businesses whose main address falls within the streets specified in the Schedule to this Notice will be eligible to apply for permits to use the permit holder’s parking places. The annual fee for a resident’s parking permit will be free for the first vehicle in a household, £100 for the second vehicle and £200 for the third vehicle and each additional vehicle thereafter. The fees for business permits will be £175 for 3 months, £350 for 6 months and £600 for a year. Disabled resident parking permits will be issued free of charge. Residents’ visitor permits (£12 for 10 permits valid for up to six hours continuous parking; £15 for 5 permits valid for up to ten hours and £25 for 5 permits valid for up to 24 hours); carers’ permits (£10 per year); school visitors’ permits (£15 for 10 permits valid for up to three hours), trade parking permits (£2 per day or £10 per week) and care home permits will also be available

. 4. Copies of the Orders, which will come into force on 22 May 2017, and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU for a period of six weeks from the date on which the Orders were made.

5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court.
