THE NEWHAM (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (NO. 1, 2009) (AMENDMENT NO. *) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers, and where reference is made to parking located partly on the footway, as though a resolution thereunto enabling is proposed under section 15(4) of the Greater London Council (General Powers) Act 1974.

2. The general effect of the Disabled Resident Parking Places Orders would be to:

(a) designate disabled resident parking places for use only by persons who are resident within the Beckton, Boleyn, East Ham and Little Ilford Controlled Parking Zones (CPZs), who meet the current criteria for provision of parking places for disabled persons and who display disabled resident parking permits on their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g. to load or unload goods or pick up or set down passengers. Parking places would be designated outside each of the following locations:-

Beckton Controlled Parking Zone – No. 16 Baseing Close E6.

Boleyn Controlled Parking Zone – No. 27 Central Park Road E6; No. 30 Central Park Road E6; Nos. 2/2A Compton Avenue E6; Compton Road E6 (adjacent to the flank wall of Nos. 76 to 78 Barking Road E6); No. 70 Cotswold Gardens E6; Nos. 106/108 Haldane Road E6; Nos. 29/31 Henniker Gardens E6; Nos. 67/69 Henniker Gardens E6; Nos. 69/71 Henniker Gardens E6; No. 33 Montpelier Gardens E6; Nos. 24/26 St Martin’s Avenue E6 and Nos. 43/45 Welbeck Road E6.

Little Ilford Controlled Parking Zone – Nos. 263/265 Church Road E12; Nos. 31/33 Eighth Avenue E12; Nos. 37/39 Eighth Avenue E12; Grantham Road E12, adjacent to Nos. 1 to 46 Blakesley House; Grantham Road E12, south of Nos. 1 to 46 Twelve Acre House; Grantham Road E12, opposite No. 44; No.179 Grantham Road E12; Nos.107/109 Harcourt Avenue E12; Ronnie Lane E12, west of Nos. 19 to 23; No.180 Lawrence Avenue E12; No.199 Parkhurst Road E12; Walton Road E12, west of Nos. 25 to 47 Selborne Avenue; Nos. 56/58 Seventh Avenue E12; Nos. 242/244 Sheringham Avenue E12; Nos. 50/52 Sixth Avenue E12; St Mary’s Approach E12 (adjacent to the flank wall of No. 15); Nos. 2/4 St Winefride’s Avenue E12; Nos.120/122 Third Avenue E12; Nos. 130/132 Third Avenue E12 and Nos. 184/184a Third Avenue E12.

(b) relocate the disabled resident parking place outside No. 67 Heigham Road (East Ham CPZ) so that it would lie 5.5 metres south-west of its current location; and

(c) revoke redundant disabled resident parking places in various roads.

3. The general effect of the Doctor Parking Place, Free Parking Places, Parking Places, Bus Parking Place and Loading Bays Orders would be to:

(a) remove short lengths (approximately 3 metres) of permit parking places from the following locations: Forest Gate North CPZ - (i) outside No. 68 Capel Road; and (ii) outside No. 25 Ridley Road; Manor Park CPZ - outside No. 109 Capel Road; Stratford CPZ – (permits and paid short-stay parking) - Keogh Road, the south side (adjacent to the flank wall of No. 1 Martha Road); Stratford North West CPZ - outside No. 14 St. James’ Road;

(b) relocate an existing free parking place/loading bay on the south side of Skelton Road, currently located 10 metres west of Upton Lane (Green Street North CPZ), so that it would now lie 5 metres west of its current location. The parking place/loading bay would also be lengthened by approximately 4 metres in a westerly direction;

(c) designate a shared use parking place partly on the footway outside Nos. 215 to 231 Katherine Road (Upton Park CPZ). It would operate on Monday to Saturday from 8am to 6.30pm and would be for permit holders (unlimited stay) and paid-for parking using the council’s cashless payment system at a charge of £2 for up to 1 hour or £3 for up to 2 hours with no return within 1 hour);

(d) lengthen an existing doctor parking place outside No. 57 Gladstone Avenue (East Ham CPZ) by 5.4 metres in a north-easterly direction;

(e) designate a bus parking place on the north side of North Woolwich Road outside Brick Lane Music Hall. It would operate ‘at any time’ and be for buses only with a 20 minute maximum stay and no return within 1 hour;

(f) designate a permit parking place outside No. 114 Capel Road (Manor Park CPZ) which would operate on Monday to Saturday from 9am to 5pm and would be for permit holders only;

(g) designate a free parking place outside Nos. 85 to 89 Upton Lane (Green Street North CPZ) which would operate on Monday to Saturday from 8am to 6.30pm with a 30 minute maximum stay and no return within 1 hour;

(h) designate free parking places at the following locations in Stratford CPZ – (i) outside Nos. 107 to 111 Romford Road E15 and (ii) outside No. 110 Romford Road E15. The parking places would be inset into the footway and would operate on Monday to Saturday from 8am to 6.30pm with a 30 minute maximum stay and no return within 1 hour;

(i) remove a short length of permit parking place (approximately 6 metres) from the west side of Gladding Road north of its junction with the southern arm of Keller Crescent (Manor Park CPZ);

(j) remove a short length of permit parking place (approximately 5 metres) from outside No. 94 Henderson Road (Green Street North CPZ); and

(k) designate a loading bay / permit holder parking place on the north side of Milton Avenue opposite Nos. 31 to 35 (East Ham CPZ). The loading bay would operate on Monday to Friday from 8am to 6.30pm and on Saturday from 8am to 1pm. Loading/unloading would be permitted for a maximum of 1 hour with no return within 1 hour. Permit holders would be able to park on Saturday from 1pm to 6.30pm.

4. The general effect of the Waiting and Loading Order would be to:

(a) lengthen the existing waiting restrictions operating ‘at any time’ (double yellow lines) on the west side of Gladding Road north of its junction with the southern arm of Keller Crescent by 6 metres in a northerly direction;

(b) introduce waiting restrictions operating ‘at any time’ at the following locations in Gift Lane: (i) the east side, from its northern extremity southward for 10 metres and (ii) the west side, from its northern extremity southward for 14.7 metres;

(c) introduce waiting restrictions operating ‘at any time’ at the following locations in Henderson Road: (i) the north side, opposite Nos. 88 to 98 and (ii) the south side, outside Nos. 92 to 96;

(d) introduce waiting restrictions operating ‘at any time’ in Magellan Boulevard from its junction with Gallions Road to its junction with Shackleton Way; and

(e) lengthen the existing waiting restrictions operating ‘at any time’ at the following locations in Dames Road: (i) the north-east side, outside Nos. 44 to 50 (lengthen northward by approximately 17 metres); (ii) the north-east side, opposite Nos. 21 to 25 (lengthen southward by approximately 11.5 metres); (iii) the south-west side, outside No. 37 (lengthen southward by approximately 5 metres) and (iv) the south-west side, outside Nos. 21 to 27 (lengthen northward by approximately 18 metres).

5. The effect of the Prescribed Route Order would be to introduce one way working from west to east in Newhaven Lane E13 (between Columbia Road and Barking Road E13) with an exemption for pedal cycles.

6. The effect of the Prohibition of Stopping Outside Schools Order would be to remove the prohibition on stopping on zig-zag markings in Henderson Road outside Sandringham School.

7. NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90I), the Council of the London Borough of Newham proposes to construct a raised table and a raised junction table (road humps) and traffic calming (build outs) at the following locations (the length of each raised table / junction table, including the ramps, is given in brackets):-

(a) raised table outside No. 94 Henderson Road (7 metres). The ramps would have a gradient of 1 in 12;

(b) raised junction table outside Nos. 60 to 62 Leytonstone Road extending across its junctions with Buxton Road E15 and Henniker Road (38.4 metres). The raised junction table would also extend eastward into Buxton Road E15 by 8.9 metres and westward into Henniker Road by 8 metres. The ramps would have a gradient between 1 in 30 and 1 in 40;

(c) build outs in Henderson Road: (i) on the north side, opposite Nos. 88 to 96; and (ii) on the south side, outside No. 94.

8. The raised table and junction table would be constructed and deployed in accordance with the Highways (Road Humps) Regulations 1999. They would be no more than 100 mm in height and they would be flush with the existing kerb-lines.

9. Documents giving more detailed particulars of the proposed Orders, road humps and traffic calming can be inspected during normal office hours on Monday to Friday at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

11. All objections and other representations relating to the proposed Orders or to the proposals for road humps and traffic calming must be made in writing by 2 August 2017. All objections must specify the grounds on which they are made. 12. Persons objecting to the proposals should be aware that in view of the Local Government (Access to Information) Act 1985 this Council may be legally obliged to make any comments in response to this notice open to public inspection.
