1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”), pursuant to arrangements made under section 19 of the Local Government Act 2000 and in accordance with Part 3 of the Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2012 with Westminster City Council, on 1st April 2022 made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to continue indefinitely the provisions of The Kensington and Chelsea (20 m.p.h. Speed Limit) (No. 1) Experimental Traffic Order 2020, that is, to impose a speed limit of 20 miles per hour (mph) in the roads or lengths of roads listed in the Schedule to this Notice (excluding any length that is GLA side road). This includes all publicly maintained roads within the borough and certain lengths of boundary roads that are shared in part with the City of Westminster, excluding any lengths of roads that are part of the Transport for London (TfL) Road Network, which are subject to speed limits set by TfL and any lengths of road that currently operate a 20mph speed limit courtesy of a separate Traffic Order (either on an experimental or permanent basis).

3. A copy of the Order, which will come into force on 7th April 2022 and all other relevant documents can be obtained via email for inspection by contacting trafficorders@rbkc.gov.uk quoting reference “Borough-wide 20mph” and can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made at The Customer Service Centre, Kensington Town Hall, Hornton Street, London W8 7NX.

4. Any persons desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make an application for the purpose to the High Court.
