1. NOTICE is hereby given that on 14th June 2024, the London Borough of Hackney made Experimental Traffic Orders under the Road Traffic Regulation Act 1984 ("the Act") and all other enabling powers.

2. The effect of the Experimental Traffic Orders (ETO), which comes into operation on 21st June 2024, will be to introduce the following changes in the following locations;

3. The London Borough of Hackney statement of reasons for undertaking experimental orders are as follows;

Following the implementation of motorcycle charges through both informal and formal consultations, the Council received a significant number of requests for extra solo motorcycle bays in Hackney. After a thorough review of existing motorcycle bay locations throughout the borough, the Council made the decision to introduce additional dedicated motorcycle bays in areas that were identified as high-demand locations by motorcycle users. These chosen locations are conveniently situated near public amenities, train stations connecting to the city, as well as commercial and residential areas. These designated bays will be dedicated shared-use solo motorcycle bays, accessible to both motorcycle zone permit holders and motorcycle visitors to the borough.

The dedicated bays will be installed on an experimental order basis and each have their own RingGo parking code.

The implementation of additional solo motorcycle bays will address the needs of motorcycle users, facilitate a smooth transition to paid parking for motorcycles, and ensure that users have sufficient parking options available. The introduction of these bays is expected to be positively received by motorcyclists and motorcycle advocacy groups, who have raised concerns about the limited availability of motorcycle parking spaces. These dedicated shared-use solo motorcycle bays will be offered at a reduced pay and display rate compared to other shared-use and pay and display bays. By installing these bays ahead of the scheduled launch date of June 21st, the Council will be better prepared to accommodate a potential surge in requests for additional motorcycle bays.

Throughout the 18-month trial period, the Council will analyse RingGo and permit data during the initial 6 months to assess bay usage. Based on this data and input from parking design engineers, the Council will determine whether to remove the bays or proceed with establishing a permanent traffic order.

4. The London Borough of Hackney will in due course be considering whether the provisions of the ETOs should be continued in force indefinitely. Accordingly, these changes are being introduced for a trial period before consideration is given to whether the provisions of the ETOs should be made permanent.

5. The ETOs will continue in force for a period of 18 months, during which time a permanent Orders will be considered. Within a period of 6 months from the date on which the ETOs come into force, any person may object to the making of permanent orders. Should the ETOs be varied or modified, the 6 month period will begin with the day on which the variation or modification (or, as appropriate, the latest variation or modification) comes into force. Any objection should be made in writing, giving the grounds on which it is made and should be emailed to consultation.parking@hackney.gov.uk. Any comments in support of the ETOs are also invited during this period.

6. Section 10(2) of the RTRA 1984 provides that an experimental traffic orders may include provision empowering a specified officer of the Council who made the orders (or another person authorised by that specified officer) to modify or suspend the operation of the orders or any provision of it if it appears to him or her to be essential in the interests of the expeditious, convenient and safe movement of traffic; in the interests of providing suitable and adequate on-street parking facilities; and/or for preserving or improving the amenities of the area through which any road traffic affected by the order runs. Such provision has been included in the ETOs.

8. Any person wishing to question the validity of the ETOs or any of its provisions on the grounds that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant regulations made there under has not been complied with may, within six weeks from the date on which the ETOs are made, appeal to the High Court.
