1. NOTICE IS HEREBY GIVEN that the London Borough of Croydon on the 08 July 2024 made the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders will be to make permanent the following measures that were introduced experimentally to facilitate mandatory cycle lanes on either side of Brighton Road (between its south-westernmost junction with High Street, Purley, and the common boundary of Nos. 42 and 42a Brighton Road, South Croydon):

(a) Waiting and loading restrictions operating “at any time” on both sides of Brighton Road between its south-westernmost junction with High Street, Purley, and the common boundary of Nos. 42 and 42a Brighton Road, South Croydon except in those sections of the road described in Schedule 1 to this Notice.

(b) The removal of all parking and loading bays from the above section of Brighton Road except between Upland Road and Baines Close, where the existing 2-hour max stay payment parking bays will be amended to operate between 10am and 3pm, Monday to Saturday.

(c) The relocation of some existing parking bays from Brighton Road, the introduction of new loading and parking bays in the side streets, and the removal of some existing parking bays from the side streets, as described in Schedules 2 and 3 to this Notice.

(d) The extension of waiting and loading restrictions into the side streets, as described in Schedule 4 to this Notice.

(e) The amendment of bus, taxi, and cycle lanes in Brighton Road between its junctions with Haling Road and Baines Close, South Croydon, to operate between 7am and 10am and 3pm and 7pm, Monday to Friday (on the east side) and from 7am to 7pm, Monday to Friday (on the west side).

(f) The amendment of the map-based tiles to the Schedules attached to the above Orders to accurately represent the new permanent arrangements as they exist on site.

3. Copies of the Orders, which will come into operation on 15 July 2024, and of the Council's statement of reasons for making the scheme permanent and of the plans which indicate the lengths of road to which the scheme relates, can be inspected from 9am to 4pm on Mondays to Fridays inclusive until the last day of a period of 6 weeks beginning with the date on which the Orders were made, at the “Access Croydon” Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA. Copies of the Order may also be obtained from the Parking Design Team (parking.design@croydon.gov.uk).

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
