1. NOTICE IS HEREBY GIVEN that the London Borough of Hammersmith and Fulham made the above-mentioned Order under the powers granted by sections 9 and 10 of the Road Traffic Regulation Act 1984 as amended. The Order will come into force on 14th August 2024 and may continue in force for up to 18 months.

2. The general effect of the above-named order will be to:

a. prohibit any motor vehicle to enter Cobbold Road, between its junctions with Hartswood Road and Becklow Road, during the times of Monday to Friday between 08.00 to 09:30 and 14:30 to 16:00 from September to July inclusive.

3. The controls specified in article 2 (a) would not apply in respect of:-

a. any vehicle on any occasion when it is being used for fire brigade, ambulance or police purposes if the observance of that provision would hinder the use of the vehicle;

b. anything done with the permission or at the direction of a police constable in uniform or a traffic warden;

c. any person who is a resident of The Vicarage at St Saviour’s with St Mary Church with a valid resident parking permit or valid Disabled Blue Badge;

d. any school staff from Wendell Park Primary School with a valid school streets permit for this location as described in article 3 of this order;

e. any parents or carer of pupils attending Wendell Park Primary School with a valid disabled Blue Badge or any parent or carer of pupils attending Wendell Park Primary School with mobility issues;

f. any Council Refuse vehicle;

g. any vehicle being used in the pursuance of any statutory duty of the Post Office for the purpose of collecting or delivering letters provided the vehicle bears the Royal Mail livery.

4. For a period of 6 weeks from the day on which the Orders are made, a copy of all Orders and a copy of the Councils statement of reasons for making the Orders and documents giving more detailed particulars of the Orders can be inspected during normal office hours by contacting Parking Services, The Place Department, Town Hall, King Street, Hammersmith, W6 9JU or by requesting a copy via email to Traffic.Orders@lbhf.gov.uk

5. The Council will consider in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45 and 46 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the date on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Parking Services, The Place Department, Town Hall, King Street, Hammersmith, W6 9JU or via email to Traffic.Orders@lbhf.gov.uk.

6. If any person wishes to question the validity of the Order or any of the provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
