THE LONDON BOROUGH OF TOWER HAMLETS TRAFFIC MANAGEMENT ORDERS – THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) (AMENDMENT NO.51) ORDER 2019, THE TOWER HAMLETS (WAITING LOADING AND STOPPING RESTRICTIONS) (MAP BASED) (AMENDMENT NO.51) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on the 08th August 2024 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended)

2. The effect of these orders is as follows:

PTO 2198 – Cotall Street:

a) To introduce a Restricted Parking Zone located in Bartlett Park, from a point 10m northeast of the flank wall of no.2 for a distance of 27m (comprising the full width of the highway), in which waiting and loading by vehicles would be prohibited at any time other than in marked bays to operate ‘at all times’.

b) vehicles would only be allowed to park in the three disabled persons’ parking places and would only be for use by vehicles displaying a disabled persons badge for a maximum of 3 hours and no return same day.

PTO 2199 – Wick Lane: a) outside no.101-505 The Greenway building, to introduce a 25m Bus stop clearway by removing the single yellow line, and b) north of the above building, convert 9m of single yellow line into double yellow line.

PTO 2200 – Portman Place: a) To convert the single yellow lines into double yellow lines on: (i) the whole north side between Sceptre Road and Globe Road, (ii) on both sides of Sceptre Road between no.91 and the south kerb of Portman place, and (iii) on both sides of Hadleigh Street between Wessex Street and Sceptre Road; b) Between no.7-13 to extend the existing resident parking bay east wards by approx. 13m in an easterly direction by removing the single yellow line.

PTO 2201 – Cavell Street: Outside no.60 by removing double yellow lines, extend northwards the existing business bay by 5m.

PTO 2205 – Stepney way / New Road. Fieldgate Street / Greenfield Road / Plumbers Row:

(In this notice ‘At Any Time’ is referred to as ‘aat’ hereafter):

a) Stepney Way:

• East of Turner Street (northside) - by removing the no waiting / loading aat, to introduce: (i) a Shared use (Permit / Payment parking) bay of 16.5m; and (ii) a Resident parking bay of 11m.

• Between New Road and Turner Street (by removing the zebra crossing), to change the following on the: (a) northside – (i) From the east kerb of New Road, extend eastwards the double yellow lines to 20m and introduce no Loading aat, (ii) Introduce a 36m Permit holder only parking bay, (iii) Adjacent to the personalised disabled parking bays, extend and convert to 10.5m the existing single yellow line into double yellow lines with no loading aat, and (iv) Introduce 7.9m of no loading at any time, west of the west kerb line of Turner Street; (b) southside – (i) Replace with double yellow line and no loading aat and (ii) Introduce no loading at any time to accompany the existing double yellow line east of New Road.

b) New road:

• Between no.87-97 – introduce a zebra crossing by removing the double yellow lines, no loading aat and approx. 26m of the existing business permit holder parking bay at its northern end:

• Outside no.77 Remove 4m of business permit holder bay at its southern end and introduce double yellow lines for a dropped kerb access.

• Between no. 77-85, to convert 19m of the existing Business permit holder parking bay into a shared use parking bay (operating Mon- Fri 8.30am to 5.30pm): for Loading only (restricted to 40 mins and no return within 2 hours) to operate between 8.30am to noon and Business / Pay by Phone to operate noon to 5.30pm.

c) Fieldgate Street:

• Introduce no loading aat on Fieldgate Street to accompany the double yellow lines on both sides of the corners with / and on Myrdle Street.

• Convert the single yellow lines into double yellow lines and introduce no loading aat restrictions on: (i) Fieldgate Street - both sides of the junction with Parfett Street, (ii) on Parfett Street - 10.5m on the west kerbside and 6.2m on the east side, (iii) Fieldgate Street - both sides of the junction with Settles Street, and (iv) on Settles Street - 21m on the west kerbside and 10m on the east side.

• Northside outside no.5 – remove 2m of the resident parking bay at its western end and replace with no waiting and no loading aat.

• Between no.1-5 – introduce no loading aat: (i) on the north side, to replace the existing no loading 7am to 12pm and 4pm to 8pm, and (ii) southside to accompany the double yellow lines.

• Introduce no loading at any time: along the whole Northside to accompany the existing double yellow lines between Plumbers Row and New Road.

d) Greenfield Road:

• East side, opposite no.75 – (i) remove 5m of shared use bay at its southern end and replace with no waiting and no loading aat, and (ii) extend northwards by 5m the existing Payment parking bay by removing the no waiting and no loading aat.

• East side, outside no. 59-66 London School of Commerce & IT – (i) Amend the Friday limited 2-hour free parking bay into a Permit holder only (Mon – Thurs 8.30am to 5.30pm), no Waiting Friday 8.30am to 12.30pm & 2.30pm to 5.30pm, and free parking between 12.30pm to 2.30pm, and (ii) by removing the double yellow line extend the existing the Friday limited 2-hour parking bay northwards.

• West side– (i) outside no.75 – (a) Convert the single yellow line into double yellow line, and (b) Introduce 8m of no loading aat, south of the adjacent permit holder parking bay; and (ii) Introduce no loading at any time on both sides of the junction at Coke Street.

e) Coke Street:

To introduce no loading aat on (i) south side, east of the east kerb line of Weyhill Road for approx.8m; and (ii) on both sides of the road at its junction with Greenfield Road for approx.6m

f) Adler Street:

• West kerb os the flank wall of 1-43 Morrison Buildings: (i) Convert the single yellow line into double yellow line, (ii) introduce 23.5m of no loading aat.

• From the junction with Whitechapel Road – on both sides, introduce no loading aat for 12.6m

• On both sides of the corner junction of (and including) Mulberry Street – introduce no loading aat,

g) Plumbers Row:

• East kerb outside no.17 Jacobs court – opposite Mulberry Street: (i) from a point 13m north of the business bay introduce a loading bay of 6m to operate at any time with 20 mins max stay and no return within 2 hours; (ii) introduce no loading aat on the (a) east kerb os no.17 for 13m, immediately north of the adjacent business permit holder bay.

• West kerb – (i) south of the south kerb line of Mulberry Street – extend the existing permit holder bay northwards by 4.2m; (ii) on both sides of the junction with Mulberry Street, introduce no loading aat; and (iii) outside no.25 - Convert the single yellow line into double yellow line between the payment parking / Friday free bay.

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.

4. A copy of the Orders, which will come into operation on 12th August 2024 and all relevant documents can be obtained by writing to; Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ or by emailing parking.Tmo@Towerhamlets.gov.uk until the end of six weeks from the date on which the Orders were made.

5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
