THE REDBRIDGE (PRESCRIBED ROUTES) (SCHOOL STREETS) (AMENDMENT NO.3) EXPERIMENTAL TRAFFIC ORDER 2024

[NOTE: This Notice is about creating a school street scheme for Uphall Primary School by creating a part- time pedestrian and cycle zone in the roads and for the times set out in paragraph 2. Objections may be made to the (school street) pedestrian and cycle zone being continued on a permanent basis – see paragraph 6].

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Redbridge (‘the Council’) made on 15 August 2024 the above-mentioned Order under section 9 to the Road Traffic Regulation Act 1984 (as amended).

2. The general effect of the Order which will come into force on 2 September 2024 will be to introduce a new pedestrian and cycle zone and ban motor vehicles except (SS31) permit holders during term-time between the hours of 8.00am to 9.15am and 2.30pm to 4.00pm Mondays to Fridays from entering: -

(a) Hunter Road, the entire length.

(b) Khartoum Road, the entire length.

(c) Uphall Road, from the north-western kerb line of Harvey Road to the north-western kerb line of Khartoum Road.

(d) Wingate Road, from a point 28 metres west of the western kerb-line of Ilford Lane westward including the hammerhead at the west end of Wingate Road.

3. Any vehicle that is already in those lengths of road listed in paragraph 2 before the pedestrian and cycle zone commences will be allowed to leave.

4. A copy of the Order and other documents giving detailed particulars about it including map-based plans may be examined at the Customer Centre, Lynton House, 255-259 High Road, Ilford, IG1 1NY between 10am to 4pm Monday to Friday.

5. The Council will consider in due course whether the provisions of the Order should be continued in force indefinitely by means of a permanent Order made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Order within a period of 6 months beginning with the date on which the Experimental Order comes into force or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force.

6. Any objection must be made in writing and must state the grounds on which it is made and be sent to schoolstreetsdesign@redbridge.gov.uk or by writing to: School Streets Team, 2nd Floor (Front), Lynton House, 255-259 High Road, Ilford, IG1 1NY (quoting reference ‘School Streets Batch 4’). Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.

7. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
