ROYAL BOROUGH OF KINGSTON UPON THAMES
ROAD TRAFFIC REGULATION ACT 1984
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames propose to make under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 19841, as amended the following Orders-
The Kinston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 202*.
2. The general effect of the Order would be to amend certain lengths of parking restrictions to accommodate Cycle Hangars in the following locations :-
(a) Adelaide Road, Surbiton at its junction with St Mark’s Hill on its eastern side (in place of the existing Shared use bay)
(b) Alpha Road, Surbiton adjacent No. 19 Brown’s Road (in place of the existing Shared use bay)
(c) Avenue Elmers, Surbiton adjacent No. 57 Selsdon Close (in place of the existing Shared use bay)
(d) Bond Road, Surbiton outside No. 56
(e) Bonner Hill, Kingston opposite No. 17 (in place of the existing Permit Holders Bay)
(f) Bridge End Close, Kingston outside No. 2 (in place of the existing Shared use bay)
(g) Carlisle Close, Kingston adjacent No. 21 Manorgate Road (in place of the existing Shared use bay)
(h) Catherine Road, Surbiton outside River Court (in place of the existing Shared use bay)
(i) Crescent Road, Kingston outside No. 25a (in place of the existing Permit Holders Bay)
(j) Fassett Road, Kingston outside No. 57 (in place of the existing Permit Holders Bay)
(k) Kingsdowne Road, Surbiton at the rear of No. 9 Iris Close (in place of the existing Shared use bay)
(l) Lambourne Grove, Kingston outside Pinkerton Court
(m) Manor Drive North, New Malden adjacent to the entrance of Meldone (in place of the existing uncontrolled footway parking bay)
(n) Minstrel Gardens, Surbiton adjacent Nos 56 to 58 (in place of the existing Shared use bay)
(o) Parklands, Surbiton outside No. 2 Woodleigh
(p) Potters Grove, New Malden outside Nos 73 to 79
(q) South Bank, Surbiton opposite Bramshott Lodge (in place of the existing Shared use bay)
(r) St Leonards Road, Surbiton outside Embassy Court (in place of the existing Shared use bay)
(s) Winery Lane, Kingston adjacent Nos 33 to 38 Offers Court (in place of the existing Shared use bay)
The cycle hangar (2.55 metres long) would store up to 6 bicycles. There would be an annual rental charge of £50 for storage space for one bicycle in the cycle hangar.
3. Copies of the proposed Order, of the Council’s Statement of Reasons for proposing to make the Order and plans showing the location and the effect of the Order may be inspected as follows:-
(a) online at https://www.kingston.gov.uk/tmos-open-statutory-consultation; selecting reference MapKing0094 – Cycle Hangars Borough Wide
(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive
(c) Council libraries; also
(d) copies of the made Order and plan can also be obtained by calling 020 8547 5000 (between 9am and 5pm Monday to Friday); or
(e) emailing tmo@kingston.gov.uk (please quote ref MapKing0094)

5. NOTICE IS ALSO HEREBY GIVEN that the council of Royal Borough of Kingston upon Thames, as part of the proposal, and by the powers conferred under section 15 of the Greater London Council (General Powers) Act 1974 is resolving removal of an existing length of uncontrolled footway parking in Manor Drive North, New Malden adjacent to the entrance of Meldone see 2. item (I) above.
