HIGHAM HILL ROAD E17 – ROAD SAFETY IMPROVEMENTS

CHANGES TO EXISTING PARKING PLACES, PROVISION OF WAITING AND LOADING RESTRICTIONS, PROVISION AND INSTALLATION OF SPEED TABLE, AMENDMENT TO SIGNALISED CROSSING ZIGZAGS AND NEW KEEP CLEAR PROHIBITION (T60(24))

THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (RTRA), as amended.

2. The general effect of the Orders would be in:

(a) Higham Hill Road E17 (HHR) to:

(i) (east-side) remove the permit parking place opposite Nos. 359 to 375 HHR and replace with a ‘School Keep Clear’ prohibition operating Monday – Friday, 8am – 6.30pm;

(ii) (east-side) provide ‘No Loading, at any time’ restrictions between the common boundaries of Nos. 294/300 HHR and Nos. 316/316A;

(iii) (west-side) displace the ‘Free Short Stay’ parking place outside Nos. 313 to 321 HHR and for the same distance extend the double yellow lines ‘at any time’ restriction (dyls) at its junction with Gloucester Road northwards to the common boundary of Nos. 321/323 HHR;

(iv) (west-side) provide ‘No Loading, at any time’ restrictions between the common boundary of Nos. 321/323 HHR and a point opposite the common boundary of Nos. 294/300 HHR.

(b) Manor Road E17: (both sides) to provide ‘No Loading, at any time’ restrictions between its junction with HHR and a point 14m from that junction;

(c) Gloucester Road E17: (both sides) to provide ‘No Loading, at any time’ restrictions between its junction with HHR and a point 18m from that junction;

3. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, as amended, and the RTRA section 23 proposes to introduce a speed table in HHR extending outside Nos. 385/387 HHR and Nos. 389/391 HHR on the signalised crossing and to reduce the zigzag marking on the east side opposite Nos. 373/377 by 4m;

NB/ The speed tables and cushions mentioned in this Notice would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway, including the gradients. Parking on any raised section of highway above the existing highway is a contravention and is prohibited under section 86 of The Traffic Management Act 2004 (exceptions apply).

4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in paragraph 1 propose to make minor amendments/corrections to road markings and signs on Higham Hill Road E17 outside Nos. 323 to 329 and provide a single yellow line waiting restriction operating 7am to 10am everyday and short stay parking for 30 mins with no return in 2 hours Mon-Fri 10am – 6.30pm that was made by traffic order in 2020. All governing provisions are included in the Waltham Forest Waiting and Loading and Free parking place consolidation Order 2019.

5. Copies of the Orders, the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and other measures can be inspected on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

6. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk quoting scheme reference T60(24) – Higham Hill Road E17 – road safety improvement by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
