THE STOPPING UP OF HIGHWAYS (FFORDD BLEDDYN, TAFF’S WELL, RHONNDA CYNON TAF) ORDER 2024
The Welsh Ministers have made an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice. The Welsh Ministers are satisfied that stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by Rhondda Cynon Taf County Borough Council on 9 October 2019 with reference number 19/0380/15 described in Schedule 2 to this Notice.
The Stopping Up of Highways (Ffordd Bleddyn, Taff’s Well, Rhondda Cynon Taf) Order 2024 (“the Order”) ceases to have effect if planning permission in respect of the development expires or is revoked.
Copies of the Order and the deposited plans may be inspected free of charge during normal opening hours at Taff’s Well Railway Station, Taff’s Well, Cardiff, CF15 7RN or may be obtained free of charge from the address below quoting reference qA1481673.
If a person is aggrieved by the Order, on the grounds that:
a. it is not within the powers of the Act; or
b. a procedural requirement of the Act has not been complied with;
that person may, within 6 weeks of 24 September 2024 make an application for the purpose to the High Court.

Lengths of highway to be stopped up
1. A triangular shaped length of highway located on the southeastern side of Ffordd Bleddyn and former access to Garth Works Industrial Estate, Taff’s Well having a maximum length of 24.9 metres, maximum width of 6.7 metres and total area of 91.7 square metres marked by zebra hatching and labelled ‘Deposited Plan 1’.
2. An irregular shaped length of highway located on the southeastern corner of Ffordd Bleddyn and approach to the junction on the southeastern side of Cardiff Road, Taff’s Well having a maximum length of 75 metres, maximum width of 10.2 metres and total area of 576.2 square metres marked by zebra hatching and labelled ‘Deposited Plan 2’.
3. An irregular shaped length of highway located on the verge of the northwestern side of Ffordd Bleddyn adjacent to Taff’s Well Railway Station Car Park having a maximum length of 29.5 metres, maximum width of 6.7 metres and total area of 98.8 square metres marked by zebra hatching and labelled ‘Deposited Plan 3’.
4. An irregular shaped length of highway located on the verge of the northwestern side of Ffordd Bleddyn adjacent to Taff’s Well Railway Station Car Park having a maximum length of 50.1 metres, maximum width of 10.2 metres and total area of 225.1 square metres marked by zebra hatching and labelled ‘Deposited Plan 3’.
SCHEDULE 2
The Development
Transport for Wales are constructing a new Metro Depot on the former Garth Works Industrial Estate at Taff’s Well. As part of these works, the highway on Ffordd Bleddyn will be raised to provide a new overbridge for the new rail access to the site. The highway improvements will include a new access to the Depot, as well as footway/cycleway improvements. There are three locations to be stopped up. This includes a junction to the former Garth Industrial Estate; an area of land on the southeast corner of Ffordd Bleddyn; and the third location is a verge area which fronts the rail car park.
