ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1), 14(7) AND 15(2)

LONDON BOROUGH OF MERTON (CHARLES ROAD AND RUTLISH ROAD, WIMBLEDON)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate redevelopment works adjacent to Rutlish Road, they have made an Order under sections 14(1), 14(7) and 15(2) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily restrict vehicular traffic in Rutlish Road and Charles Road.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter or proceed in Rutlish Road, between its junction Kingston Road and its junction with Charles Road;

(b) wait, including for the purpose of loading or unloading any vehicle, in

(i) Rutlish Road,

(I) the north-east side, from the south-eastern kerb-line of Kingston Road south-eastward for a distance of 20 metres;

(II) the south-west side, from the south-eastern kerb-line of Kingston Road south-eastward to the common boundary of Nos. 27 and 28 Rutlish Road;

(ii) Charles Road, from the north-eastern kerb-line of Rutlish Road north-eastward for a distance of 18 metres.

3. Any designated parking place situated in the roads or lengths of road specified in sub-paragraphs 2(b)(i) and (ii) above will be suspended.

4. The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed using Charles Road, Shelton Road and Kirkley Road or vice-versa.

6. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as such access is reasonably practicable without interference with the said works;

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 2nd December 2024 and will remain in force until such time as all the relevant works are completed, whereupon it will then be revoked by a further Order made by the Council.
