THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 242) TRAFFIC ORDER 2025

1. NOTICE IS HEREBY GIVEN that the LBWF (the Council) on 24th March 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of schedule 9 to the Road Traffic Regulation Act (RTRA) 1984. The general effect of the Orders will be to continue indefinitely the provisions of The Waltham Forest (Prescribed Routes) (Winns Avenue/Pennant Terrace region) (No. 1) Experimental Traffic Order 2023; The Waltham Forest (Prescribed Routes) (Pedestrian and Cycle Zones) (No. 14) Experimental Traffic Order 2023; The Waltham Forest (Charged-For Parking Places) (Amendment No. 188) Experimental Traffic Order 2023; The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 186) Traffic Order 2023; and The Waltham Forest (Prescribed Routes) (Winns Avenue/Pennant Terrace region) (No.1) Experimental Traffic Order 2023 (Modification No. 1)

2. The effects of which:

(a) extended the SC11 ‘pedestrian and cycle zone’ (pcz) in the vicinity of The Winns Primary School, into Carr Road (Rd), Pennant Terrace (between Carr Rd and Rushbrook Crescent (Cres)) and Fleeming Close. The pcz extension will continue to operate between 8.30 a.m. and 9.30 a.m. and between 2.45 p.m. and 3.45 p.m. on Monday to Friday inclusive in school term-time.

All motor vehicles except permit holders, will continue to be prohibited from entering the pcz during their hours of operation. Permits allowing vehicles to enter the pcz will be available to residents of and employees of businesses and organisations at premises located within or only accessible from the pedestrian and cycle zone, and to disabled person’s badge holders who have a bona fide reason to enter or leave a vehicle in the pedestrian and cycle zone, by application to the Council. Any vehicle that is already within the pcz prior to its commencement of operation will be permitted to leave. (b) in Ardleigh Rd (ARD) closed to vehicular traffic (including motorcycles (m/c)) (except pedal cycles (cyl)) the full width of the **highway outside the common boundary of Nos. 25/27 ARD (all vehicular traffic prohibited from proceeding or entering);

(c) in Blenheim Rd (BLE) prohibited vehicular traffic (including m/c) (except cyl) travelling eastbound (between its junction with Blackhorse Lane and a point in line with the west facing building wall of No. 2 BLE) to enter that section of BLE east of the west facing wall of No. 2 BLE (as modified).

(d) prevented motor vehicles entering Brettenham Rd (section east of a point 2m west of the eastern flank wall (fw) of No. 29) where entry to that section of rd is prohibited by a no-entry sign plate situated 2m west of the eastern fw of No. 29.

(e) prevented motor vehicles entering Elphinstone Rd where entry to that rd is prohibited by a no-entry sign plate situated at its junction with Winns Avenue (Ave).

(f) prevented motor vehicles entering Fleeming Rd where entry to that rd is prohibited by a no-entry sign plate situated at its junction with Pennant Terrace.

(g) in Keith Rd (KEI)

a. prohibited motor vehicles (except (cyl)) from proceeding at any time in any direction other than from south-east to north-west; and

b. prevented motor vehicles entering KEI where entry to that rd is prohibited by no-entry sign plate situated at its junction with North Countess Rd.

(h) in Pennant Terrace (PEN)

a. closed to vehicular traffic (including m/c) (except pedal cyl) the full width of the **highway between the eastern kerb line of Thorpe Cres and the western kerb line of Elphinstone Rd and provided dyls on both sides of the closure between the said kerb lines;

b. closed to vehicular traffic (including m/c) (except cyl) the full width of the **highway between the western kerb line of Rushbrook Cres and the eastern kerb line of Carr Rd and provided dyls on both sides of the closure between the said kerb lines;

c. prohibited motor vehicles (except cyl) from proceeding at any time in any direction other than from west to east between its junctions with North Countess Rd and the east kerb line of Thorpe Cres;

d. prohibited motor vehicles (except cyl) from proceeding at any time in any direction other than from east to west between the eastern kerb line of Fleeming Close (its east arm) and the eastern kerb line of Elphinstone Rd;

e. prohibited motor vehicles (except cyl) from proceeding at any time in any direction other than from east to west between the eastern kerb line of Rushbrook Cres and the eastern kerb line of Fleeming Close (its eastern arm); and

f. prevented motor vehicles entering Pennant Terrace (section immediately east of the easternmost kerb line of Fleeming Close) where entry to that section of rd is prohibited by a no-entry sign plate situated at its junction with Fleeming Close (easternmost arm).

(i) in Rushbrook Cres (RSB) prohibited motor vehicles (except cyl) from proceeding at any time in any direction other than from north to south between its junctions with Penrhyn Ave and Brettenham Rd.

(j) in Tavistock Ave (TAV) prohibited vehicular traffic (including m/c) (except pedal cyl) travelling eastbound (between its junction with Blackhorse Lane and a point 3.5m west of the common boundary (cb) of Nos. 1 and 3 TAV) to enter that section of TAV east of a point 3.5m west of the cb of Nos. 1 and 3 TAV (as modified).

(k) in Thorpe Cres (THP)

a. closed to vehicular traffic (including m/c) (except cyl) the full width of the **highway immediately east of its junction with KEI/adjacent No. 1 ARD (all vehicular traffic prohibited from proceeding or entering) and provided dyls on both sides of the closure perpendicular to the kerb lines of THP;

b. prohibited motor vehicles (except cyl) from proceeding at any time in any direction other than from south to north and then generally in a north-easterly direction; and

c. south side - suspended 7.5m of permit parking space outside Nos. 38 to 40.

(l) in Winns Ave (WIN) closed to vehicular traffic (including m/c) (except cyl) the full width of the **highway between the eastern kerb line of South Countess Rd and a point adjacent Nos. 196/198 WIN and provided dyls on both sides of the closed section perpendicular to the kerb lines;

**Note: The designation of all closures to vehicular traffic (modal filters) mentioned in item 2 above operate across the full width of the highway boundary including the footways/pavements The proposal to implement experimentally a modal filter in Monoux Grove at its junction with Billet Road; and in Ardleigh Rd to remove 10m of parking space outside Nos. 23 to 27 by 10m were abandoned.

3. Copies of the Orders, which will come into operation from 24th March 2025, and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. 4. Any person desiring to question the validity of either of the Orders or of any provisions contained therein on the grounds that they are not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
