ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)(A) AND 15(2) AND PARAGRAPH 29(1) OF SCHEDULE 9

THE A1 TRUNK ROAD (SANDY TO WYBOSTON), THE A421 TRUNK ROAD (RENHOLD INTERCHANGE TO A1 BLACK CAT ROUNDABOUT) (BEDFORDSHIRE) AND THE A428 TRUNK ROAD (WYBOSTON, BEDFORDSHIRE TO HARDWICK, CAMBRIDGESHIRE) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC AND PEDESTRIANS) ORDER 202_

NOTICE IS HEREBY GIVEN that National Highways Limited(a) intends to make an Order on the A1 and the A421 Trunk Roads in the County of Bedfordshire and the A428 Trunk Road in the County of Cambridgeshire to enable major construction of a three-tier junction and new dual carriageway between A1 Black Cat Roundabout and Caxton Gibbet Roundabout, including routine maintenance and all other associated works to be carried out in safety.

The works are expected last until December 2027, continuing on or after, Monday 19 May 2025.

The works would be carried out in phases using a combination of lane closures, traffic signals, full carriageway, slip road, footway and lay-by closures, width restriction, no overtaking and contraflow. Temporary mandatory speed limits would be in force at times in the interest of safety.

The restrictions and prohibitions would be applied only to the extent that is necessary for particular works to be undertaken and would only apply during such times and to such extent as shall be indicated by traffic signs.

For the purpose of this notice the A1 Black Cat Roundabout shall be referred to as Black Cat Roundabout.

The effect of the Order would be to –

1. Impose, for 24 hours daily, with no overtaking, a speed restriction of –

1.1 40 miles per hour, 50 miles per hour or 60 miles per hour on the –

• A421 eastbound carriageway from 1140 metres west of Woodend Lane overbridge, Roxton to its junction with Black Cat Roundabout,

• A421 westbound carriageway from its junction with Black Cat Roundabout to the entry slip road at Renhold Interchange,

• A1 northbound carriageway from Tempsford junction overbridge to its junction with Black Cat Roundabout,

• A1 southbound carriageway from the exit slip road at Wyboston junction to its junction with Black Cat Roundabout,

• A428 eastbound carriageway from its junction with the eastern side of Barford Road (Tesco`s) Roundabout to the entry slip road at Cambourne Interchange,

• A428 westbound carriageway from the exit slip road at Hardwick Interchange to its junction with the eastern side of Barford Road (Tesco`s) Roundabout,

• circulatory carriageway of the A428 Caxton Gibbet Roundabout,

1.2 40 miles per hour or 50 miles per hour on the –

• A1 southbound carriageway from Black Cat Roundabout to the exit slip road leading to Barford Road, Tempsford, • A1 northbound carriageway from Black Cat Roundabout to the entry slip road at Wyboston junction,

• Circulatory carriageway of Black Cat Roundabout, and

all slip roads within the lengths of carriageway described at 1.1 and 1.2 above.

2. Close, (8pm – 6am), in phases, the –

• A421 eastbound and westbound carriageways between Renhold Interchange and Black Cat Roundabout,

• A1 northbound and southbound carriageways between Sandy Roundabout, Sandy and Wyboston junction,

• A428 eastbound carriageway from Barford Road Roundabout, St Neots to the entry slip road at Cambourne Interchange,

• A428 westbound carriageway from the exit slip road at Hardwick Interchange to Barford Road Roundabout, St Neots,

• slip roads within the lengths of carriageway described at 2 above, and

• (close for 24 hours daily) the footway adjacent to the A1 northbound carriageway from 10 metres south of School Lane Roxton to 461 metres north of Chawston Lane, Chawston.

Diversions, for closures between –

• A421 Renhold Interchange and Black Cat Roundabout – eastbound traffic via A421 westbound, A603 to A1 Sandy Roundabout then A1 northbound to Black Cat Roundabout,

• A1 Tempsford Interchange and Black Cat Roundabout – northbound traffic via St Neots and Barford Road to A428 Barford Road (Tesco’s) Roundabout, A428 Westbound to join A1 southbound to Black Cat Roundabout; Southbound vice versa,

• A1 Black Cat Roundabout and Wyboston junction and A1 Tempsford Interchange to Wyboston junction – northbound traffic via A1 Tempsford Interchange, St Neots Road and Barford Road, A428 Barford Road (Tesco’s) Roundabout, A428 Westbound to join A1 at Wyboston junction; southbound vice versa,

• A428 Barford Road Roundabout and Caxton Gibbet Roundabout -eastbound traffic via A428, A1, A14 and A1198 to re-join the A428 at Caxton Gibbet Roundabout; eastbound A14 prohibited traffic via A428, A1, B1514 eastbound, A1307 southbound and A1198 southbound to re-join the A428 at Caxton Gibbet Roundabout; westbound vice versa,

• A428 Eltisley to Caxton Gibbet Roundabout – eastbound traffic via B1040 and A1198 to re-join the A428 at Caxton Gibbet Roundabout; westbound vice versa, and

• Caxton Gibbet Roundabout and Cambourne Interchange – westbound traffic via A428, A1303 and M11 southbound to exit at J12 then via A603 and A1198 to re-join the A428, (non-motorway traffic would continue via A1303, A1134, A603 and A1198) eastbound traffic vice versa.

During the footway closure, pedestrians would be directed to follow School Lane, High Street, Bedford Road and Roxton Road, then either, Chawston Lane or continue via Roxton Road to the Lane and vice versa.

Local diversions would be in place where necessary.

Contraflow would be in operation at times (for 24 hours daily) on the –

• A1 northbound and southbound carriageways between Black Cat Roundabout and Wyboston junction, and

• A428 eastbound and westbound carriageways between Caxton Gibbet Roundabout and Cambourne Interchange.

A vehicle width restriction of 2 metres would be in place at times on the lengths of carriageway described at 1 above, excluding the A421 westbound which would be 3.2 metres. Wide loads would either be held in a bay and escorted through or diverted via the diversions as above.

Access to property would be maintained at all times during the closures.

All lay-bys adjacent to the lengths of closed carriageway would be closed for 24 hours daily for the duration of the works.

The Order would revoke The A1 Trunk Road (Sandy to Wyboston), the A421 Trunk Road (Renhold Interchange to A1 Black Cat Roundabout) (Bedfordshire) and the A428 Trunk Road (Wyboston, Bedfordshire to Hardwick, Cambridgeshire) (Temporary Restriction and Prohibition of Traffic and Pedestrians) Order 2024 No 0152.

The temporary mandatory speed limits (which would not apply to emergency service or special forces vehicles) closures (which would not apply to emergency service, traffic officer, works or winter maintenance vehicles) and diversion routes would be clearly indicated by traffic signs.

The Order would come into force on 19 May 2025 and may continue in force until the works detailed above have been completed.
