Waste and Contaminated Land (Northern Ireland) Order 1997: Article 32

NOTICE OF PROPOSED REGULATIONS

Notice is hereby given, in accordance with Article 32(3)(a) of the Waste and Contaminated Land (Northern Ireland) Order 1997, that the Department of the Environment proposes to make Regulations, the effect of which will be:

(a) to designate the Department of the Environment as the competent authority for the purposes of Council Regulation (EC) No. 2037/2000 on substances that deplete the ozone layer, as amended by Council Regulation (EC) Nos. 2038/2000 and 2039/2000, (“the principal Regulation”), in its application to Northern Ireland,
(b) to require compliance with Articles 16 and 17 of the principal Regulation,
(c) to provide for the enforcement of the principal Regulation, and
(d) to create offences and prescribe penalties in relation to failures to comply with the principal Regulation or provisions of the proposed Regulations.

It is proposed that the Regulations should come into operation on Tuesday, 11th March 2003.

The proposed Regulations may be inspected free of charge by members of the public during office hours at the Department of the Environment, Environmental Policy Division, 2nd Floor, 20-24 Donegall Street, Belfast BT1 2GP.

Representations about the proposed Regulations may be made in writing to the Department at the above address. Any representations must he received not later than Monday, 3rd February 2003.
