General import licence
The Department of Agriculture and Rural Development, in accordance with the above legislation, hereby authorises subject to the conditions attached to this licence, the import into Northern Ireland from Great Britain, of the products listed, until further notice or unless it is revoked by the Department.
Fresh/Chilled/Frozen Poultry Meat from Great Britain originating from any location except an Avian Influenza Protection Zone
Fresh/chilled/frozen poultry meat is defined for the purposes of this licence as:
(a) | Carcases/part carcases of poultry derived from domestic hens, turkeys, guinea fowl, ducks, geese, quails, pheasants, pigeons and partridges. It does not include wild feathered game. |
(b) | Minced meat and meat preparations derived from poultry (as defined above). |
Conditions applicable to all poultry meat imports other than where the origin of the meat is from an Avian Influenza Protection Zone
1. | All landings must be in accordance with the provisions of the Diseases of Animals (Importation of Bird Products) Order (Northern Ireland) 1996 and the Landing of Carcases and Animal Products Order (Northern Ireland) 1985 (as amended) and with the following provisions of this licence. |
2. | Each consignment of fresh/chilled/frozen poultry meat must be accompanied by a commercial document containing: |
| Full details of the consignment; |
| Description and quantities; |
| Name and addresses of importer and exporter; |
| Haulier vehicle registration number; |
| Premises of destination (if different to above); |
| The date of issue; |
| Reference number (e.g.) batch numbers, order numbers, lot numbers, etc.); to enable the document to be batched to the consignment; |
| If meat originates in a surveillance zone or a restricted area the approval/registration number of the designated slaughter house, which produced the poultry meat, should be provided and endorsed by an official stamp. |
The consignment must also be accompanied by a completed Attestation as set out in Annex A of this licence.
3. | Before leaving the premises of export, the exterior of the vehicle must be free of any visible contamination with mud, slurry, animal faeces, excretion or any other similar matter. The vehicle wheels and wheel arches must be cleansed and disinfected after loading and before leaving the premises. |
4. | Following landing in Northern Ireland, the person responsible for the consignment at the time of importation must report to a DARD Portal Inspector at the Port/Airport of entry and follow the directions of any DARD authorised officer. |
5. | The consignment must be delivered without delay directly to the premises of destination as detailed on the commercial documentation. |
6. | The fresh/chilled/frozen poultry meat must originate from either: |
A. | Premises and slaughter houses outside any protection zone, surveillance zone or restricted area. |
B. | A designated slaughter house. |

NOTES
| Products landed in Northern Ireland which are destined for onward intra-community trade, must be appropriately health marked and accompanied by documentation in accordance with the relevant European Community legislation. |
| Products imported into Northern Ireland destined for export to a Third Country must be accompanied by documentation which will allow for Third Country requirements. |
| Any breach of any conditions attached to this licence will constitute an offence against the Disease of Animals (Northern Ireland) Order 1981 (as amended). |
ANNEX A
ATTESTATION BY RESPONSIBLE COMPANY MANAGER
I certify that the consignment referred to in commercial document number............................ does not:
| Contain poultry meat/products from an avian influenza protection zone, in Great Britain. |
and | |
| *Where the consignment contains poultry meat/products from a surveillance zone or a restricted area. The name and address of the designated slaughter house is as follows |
| *With respect to any cooked poultry products originating in the surveillance zone or a restricted area I can confirm that: |
“All cooked poultry in this consignment has been heat treated to a minimum of +70 degrees centigrade” (as per 2002/99/EC)
