NOTE: [This note is not part of the Scheme]

The amendment to the Scheme that follows this Note is made under Section 89 of the Postal Services Act 2000 and amends the Successor Postal Services Company Overseas Letter Post Scheme 2001. This amendment to the Scheme, which comes into force on 6 April 2010, provides notification of changes to the prices for several services set out in the Schedules and minor other amendments.

Royal Mail Group Ltd(a) by virtue of the powers conferred upon it by section 89 of the POSTAL SERVICES ACT 2000(b) and of all other powers enabling it in this behalf, hereby makes the following Scheme:

Commencement, citation and interpretation

1. This amendment to the Scheme shall come into operation on 6 April and may be cited as the Royal Mail Group Ltd Overseas Letter Post Amendment (No. 17) Scheme 2010.
2. This amendment to the Scheme shall be read as one with the Successor Postal Services Company Overseas Letter Post Scheme 2001(c) (referred to as “the Scheme”) as amended by: the Consignia plc Overseas Letter Post Scheme Amendment (No. 1) 2001(d), the Consignia plc Overseas Letter Post Scheme Amendment (No. 2) 2001(e), the Consignia plc Overseas Letter Post Scheme Amendment (No. 3)(f), the Consignia plc Overseas Letter Post Scheme Amendment (No. 4) 2002(g), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 5) 2002(h), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 6) 2003(i), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 7) 2003(j), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 8) 2003(k), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 9) 2004(l), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 10)(m), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 11)(n), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 12)(o), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 13)(p), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 14)(q), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 15)(r) and the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No. 16)(s).
3. A reference in this Scheme to the Successor Postal Services Company shall be read as a reference to Royal Mail Group Ltd.
Paragraph 9. AEROGRAMMES

Indents (a) and (b) shall be deleted and replaced with the following:

(a) on every Airletter sold singly postage of 79p, on every pack of 6 Airletters postage of £3.99, on every pictorial Airletter sold singly postage of 79p.

(b) on every Forces Airletter, postage of 41p.

Paragraph 37A. COMPENSATION FOR AIRSURE PACKETS, AIRSURE PACKS, INTERNATIONAL SIGNED FOR PACKETS AND INTERNATIONAL SIGNED FOR PACKS

The maximum compensation limit at sub paragraph (1b) shall be deleted and replaced with £41.00.

Paragraph 40. INTERNATIONAL REPLY COUPONS

The reference to £1.10 shall be deleted and replaced by a reference to £1.40

Paragraph 42A

Paragraph 42A shall be deleted and replaced by the following provisions:

42A. LOCAL COLLECT

(1) Local Collect is a service whereby Royal Mail delivers a letter to a post office for collection by the addressee. There are two types of Local Collect, one requested by the addressee set out in 42A.2, and one requested by the sender set out in 42A.(3) and (4).

(2) An addressee may request Royal Mail to deliver a parcel to a Post Office® branch within the same delivery area as the addressee’s address if Royal Mail has been unable to effect delivery at the addressee’s address. The addressee must pay the fee set out in Schedule 3 to this Scheme on collecting the parcel. If the addressee does not pay this fee, Royal Mail may treat the parcel in accordance with Section 14 of this Scheme.

(3) A.3 Businesses wishing to use the Local Collect service must purchase and use LC004 labels to designate that the parcel which is subject to Local Collect may be sent directly to a Post Office ® branch for collection by the addressee.

(4) A.4 The fees payable for LC004 labels are set out in or referred to in Schedule 3 to this Scheme.
