NOTE: [This note is not part of the Scheme]
The amendment to the Scheme that follows this Note is made under Section 89 of the Postal Services Act 2000 and amends the Successor Postal Services Company Overseas Letter Post Scheme 2001. This amendment to the Scheme, which comes into force on 30th April 2012, provides notification of minor changes to the terms set out in the Scheme and following Schedules.

Royal Mail Group Ltd(a) by virtue of the powers conferred upon it by section 89 of the POSTAL SERVICES ACT 2000(b) and of all other powers enabling it in this behalf, hereby sets out the following Scheme:
Commencement, citation and interpretation
1. This amendment to the Scheme shall come into operation on 30th April and may be cited as the Royal Mail Group Ltd Overseas Letter Post Amendment (No.1) Scheme 2012.
2. This amendment to the Scheme shall be read as one with the Successor Postal Services Company Overseas Letter Post Scheme 2001(c) (referred to as “the Scheme”) as amended by:

3. A reference in this Scheme to the Successor Postal Services Company shall be read as a reference to Royal Mail Group Ltd.
Explanatory Notes
(3) of the Explanatory Notes shall have added the following final sentence:
“The text set out below is that Scheme (as previously amended and further amended in this consolidated version) which is the Royal Mail Group Ltd Overseas Letter Post (Amendment No. 21) Scheme 2012 OL2/2012.”
(4) shall be deleted.
(5) shall have the following amendment at (s) and (t):

(t) Royal Mail Group Ltd Overseas Letter Post Amendment (No 20) Scheme 2012 OL1/2012
(6) shall be amended to delete (a) i and (d).
Arrangement of Paragraphs
Under the reference to Paragraph 5, airmail printed papers shall be referred to as Airmail printed papers.
The reference to Paragraph 9 (Aerogrammes) shall be deleted.
The reference to Paragraph 28 (International Response Services) shall be deleted.
The references in Paragraphs 30, 32A and 37A to Airsure Packs, Swiftair parcels and Swiftair packs and packets and International Signed For packs shall be deleted.
The reference in Paragraph 34 to “or sent to members of HM Forces serving at a US Army Post Office address” shall be deleted.
The reference at Paragraph 42 to Postal packets in bond shall be deleted.
The references in the Schedules to Air Mail Packets shall now be referred to as Airmail Packets.
At Schedules 7 and 8 references to Airsure Packets, Packs and International Signed For packs fees and compensation levels shall all be deleted.
At Schedule 11 the reference to Postal Packets in Bond shall be deleted.
Part 1
3. Interpretation
The following terms shall be deleted from this section:
Aerogramme
Aircard
Airsure pack
International reply coupon
International Response Services
International Signed For pack
Local collect
4. Application
(3) The following shall be added:
Contract Airsure and Contract International Signed For (i.e. sold on account) are not covered by this Scheme. They are offered under the Royal Mail Specific Terms for International Contract Services.
Part 2
6. Mail to HM Forces and Royal Navy Ships
At (1) (ii) the following words shall be deleted: “or a US Army Post Office.”
8. Literature for the blind
There shall be added the following words (in italics): “No postage shall be payable….as long as the conditions set out below are abided by.”
9. Aerogrammes
This paragraph shall be deleted.
10. Printed papers and small packets
Paragraph (3) shall be deleted.
Part 3 General Conditions
Paragraph 11 (3)(b)(ii) shall be amended so as to read (additions in italics):
“…the amount of postage which would have been pre-payable thereon if it had been originally posted in the British postal area (singly) as a first class letter plus any surcharge Royal Mail deems appropriate ); and if a packet shall be so forwarded, the amount charged and/ or surcharged thereon shall be payable on or before the delivery of the packet, and Royal Mail may withhold the packet from delivery until such amount s ha ve been paid.
Paragraph 11 (4) shall delete references to an Airsure pack or an International Signed For pack.
13. Packing and posting
Paragraph 13 (2) shall amend the words “the sender shall fill up such certificates” to “the sender shall fill out such certificates.”
16. Payment of Postage and Fees
Paragraph 16 (3)(b) shall delete the words, “or by such postage stamps, which have been cut out of, or otherwise detached from, any such envelopes, covers, wrappers, cards, letter forms or other postal forms.”
17. Unpaid or Underpaid Postage
At Paragraph (1) there shall be deleted all references to an Airsure pack or an International Signed For pack.
Under Paragraph 3(a) the sum of “of £1”shall be deleted.
Under Paragraph 4(a)(i), (ii) and 4(b) shall be included the words “ plus a surcharge that Royal Mail deems appropriate ”.
Paragraph (5) shall be deleted entirely.
19. Undeliverable Packets
Under Paragraph 19(2)(a)(i) and (ii) references to 750g shall be replaced with 1000g.
Part 4
21. Postcards
At Paragraph (6) the reference to spangles shall be replaced by sequins .
22. Printed Packets
At Paragraph (1) the definition of printed packet shall be clarified to state that it “refers to Printed Papers and means a packet consisting of or containing only..”
24. Small Packets
Paragraph (3) shall be deleted.
25. Literature for the Blind
Paragraph (1)(a) shall be amended to require that a full international telephone number or equivalent is provided. References to telex numbers, answer back codes and telegraphic address and code shall be deleted.
26. Airmail packets
At Paragraph (1) air mail packets shall now be referred to as Airmail packets.
At Paragraph (2) the words “aerogramme and” shall be deleted.
Paragraph (3) shall be deleted entirely.
Part 5
28. International Response Services
This paragraph shall be deleted entirely.
29. Late posted packets
At Paragraphs (1) and (2) all references to Airsure or International Signed For packs shall be deleted.
At Paragraph (2) the words “not exceeding 10p” shall be deleted.
30. Airsure Packets and International Signed For packets – Fees and Compensation Levels
At Paragraph (1) the words “specified in Part 1 of Schedule 7” shall be replaced with the words “set out at Royal Mail’s website” and the words “in that Part of the Schedule” shall also be deleted.
Paragraphs (2) and (3) shall be deleted entirely.
Paragraphs (5) and (6) shall also be deleted entirely.
32. Registration
The following amendments will be made (underlined);
“Upon the delivery of an incoming registered postal packet the recipient shall provide a signature or other proof of delivery in the prescribed form.”
32A Sending Airsure Packets and International Signed For packets
At Paragraph (1) the words “or a US Army Post office” shall be deleted, together with all references to Airsure Packs and International Signed For packs.
At Paragraph (2) (c) (i) the following amendments shall be made:
(i)The actual cost of the item up to a maximum of the market value or £50 or
(ii) the sum of enhanced compensation which the sender may have purchased for the service used and which Royal Mail may from time to time determine for such packets to particular destinations or
(iii) £100 if the contents include coins, bank notes, currency notes or securities of any kind payable to bearer and travellers cheques where such items are permitted to be sent and enhanced compensation for a amount higher than £100 has been purchased.
At Paragraph (1)(d) the following words shall be deleted:
“100 times the price of a first class stamp where payment is by stamp or franking mark, and in the case of a mailing sent “on account” is restricted to”
In Paragraphs (1) (e) and (g) the words “pack” shall be deleted.
Paragraph (1) (h) shall be deleted entirely.
34. Compensation for Special Delivery packets for transmission through a British Forces Post Office or sent to British Forces Post Office numbered address through an ordinary post office
Under Paragraph (1)(a), (b) or under Paragraph (2) the words “or a US Army Post Office address” shall be deleted.
Paragraphs (2)(b) and (c) shall be deleted together with (2) (e).
35. Compulsory use of Airsure and International Signed For
All references in paragraph (1) to Airsure or International Signed For packs shall be deleted.
36. Insured letters
The words “ give written receipt ” shall be replaced with “provide a signature or other proof of delivery.”
37 A Compensation for Airsure Packets and International Signed For packets
Paragraph 37 (A) (1) shall be replaced with:
The sum payable by way of compensation for an Airsure packet or an International Signed For packet shall be:
the actual cost of the item in the packet up to a maximum of the market value or £50 whichever is the lowest, or the enhanced compensation level payable for the service used.
Paragraph 37A (1) shall have the following words added (in italics):
(a)“ Where enhanced compensation has been purchased the maximum amount of compensation…”
(b)The maximum amount of compensation payable per postal packet, parcel (or any other posting of any description), regardless of the number of mobile telephones in it will be restricted to £50. Additional compensation cannot be purchased when sending mobile telephones.
All references in Paragraph 37 A to Airsure packs or International Signed For packs shall be deleted.
38. Compensation for certain other postal packets
Under Paragraph (1) all references to Airsure packs or International Signed For packs shall be deleted. Additionally Paragraph (2) shall be amended to read as follows:
“The total amount of compensation which Royal Mail may pay under sub-paragraph (1) in respect of any one postal packet and its contents (posted under this Scheme) shall be the actual cost of the item up to a maximum of the market value or £46 whichever is the lower.”
39. Enquiries and claims for compensation
All references to Airsure packs or International Signed For packs shall be deleted.
40. International Reply Coupons
This paragraph shall be deleted entirely.
41. Redirection
This paragraph shall be deleted, save for the following wording:
(1) A postal packet may be redirected from its original address to the same addressee at any other address either in or outside the British postal area, provided that a Redirection has been set up for that address at that address and the terms of that Redirection permit it.
42 and 42A Postal Packets in Bond
These paragraphs shall be deleted entirely.
Part 6
43 Postal Packets posted on ships or by forces abroad
All references to Airsure packs and International Signed For packs shall be deleted.
The following amendment shall be made at the end of (1):
“Postal packets…may be posted on board….provided that those postal packets are Airmail letters, weighing 20g or less, or Airmail postcards.”
