Lea Bridge Road E.10 and E.17—Review of Parking Restrictions between No. 337 and No. 663

Notice is hereby given that the Council of the London Borough of Waltham Forest, hereinafter called the Council, propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.   2. These proposals are a revision of the original proposals which were advertised on 1st May 1997.   3(a). The general effect of the Waiting and Loading Restriction Order would be further to amend the Waltham Forest (Waiting and Loading Restriction) Order 1977, so that:   (i) waiting by vehicles would be prohibited:       (a) at any time on the lengths of road specified in Schedule 1 (Part A) to this notice;       (b) between 7 a.m. and 7 p.m. on Mondays to Saturdays inclusive on the lengths of roads specified in Schedule 1 (Part B) to this notice and in the first 18.29 metres of adjacent Albany Road, Onra Road and Russell Road;       (c) between 7 a.m. and 10 a.m. and between 4 p.m. and 7 p.m. on Mondays to Fridays inclusive on the length of road specified in Schedule 1 (Part C) to this notice;   (ii) loading by vehicles would be prohibited:       (a) between 7 a.m. and 7 p.m. on Mondays to Saturdays inclusive on the length of road specified in Schedule 2 (Part A) to this notice;       (b) between 7 a.m. and 10 a.m. and between 4 p.m. and 7 p.m. on Mondays to Fridays inclusive on the length of road specified in Schedule 2 (Part B) to this notice;   (iii) any existing waiting and loading restrictions applying in the lengths of roads referred to in sub-paragraphs (i) and (ii) above would be revoked.   (iv) waiting and loading restrictions would be revoked in two laybys fronting Nos. 808 to 822 on the south-east side of Lea Bridge Road.   (v) loading restrictions would be removed from the lay-by fronting Nos. 623 to 631 Lea Bridge Road.   (b). Details of exemptions for certain vehicles and persons, together with restrictions on selling or advertising which would apply in the lengths of Lea Bridge Road specified in paragraph 3(a) above are contained in the original Order of 1977.   4. The general effect of the Free Parking Places Order would be to further amend the Waltham Forest (Various Roads) (Free Parking Places) Order 1996 by designating free parking places:   (a) operative between 7 a.m. and 4 p.m. on Mondays to Fridays inclusive and between 7 a.m. and 7 p.m. on Saturdays where vehicles may wait for a period 30 minutes and where return to that parking place would be prohibited for 2 hours in the lengths of road specified in Schedule 3 (Part A) to this notice;   (b) operative between 7 a.m. and 7 p.m. on Mondays to Saturdays inclusive where vehicles may wait for a period of 2 hours and where return to that parking place would be prohibited for 4 hours in the lengths of roads specified in Schedule 3 (Part B) to this notice;   (c) operative between 10 a.m. and 4 p.m. on Mondays to Fridays inclusive and between 7 a.m. and 7 p.m. on Saturdays where vehicles may wait for a period 30 minutes and where return to that parking place would be prohibited for 2 hours in the length of road specified in Schedule 3 (Part C) to this notice;   (d) operative between 10 a.m. and 4 p.m. on Mondays to Saturdays inclusive where vehicles may wait for a period of 30 minutes and where return to that parking place would be prohibited for 2 hours in the lengths of road specified in Schedule 3 (Part D) to this notice;   (e) operative between 10 a.m. and 4 p.m. on Mondays to Saturdays inclusive where vehicles may wait for a period of 2 hours and where return to that parking place would be prohibited for 4 hours in the length of road specified in Schedule 3 (Part E) to this notice.   5. The general effect of the Bus Stop Clearway Order would be to amend the Waltham Forest (Restriction of Waiting on Bus Stops) (No. 1) Traffic Order 1995 so as to relocate the existing bus stop clearway restrictions operating between 7 a.m. and midnight all week situated near No. 683 on the north-west side of Lea Bridge Road and No. 610, No. 638 and No. 730 on the south-east side of Lea Bridge Road to the lengths of Lea Bridge Road specified in Schedule 4 to this Notice.   6. The general effect of the Prescribed Routes Order would be to revoke and re-enact in a revised form the provisions of the Waltham Forest (Prescribed Routes) (No. 1) Traffic Order 1975 so as to allow pedal cycles access through the College Road closure.   7. Exception has been provided so that nothing shall apply to:   (a) any vehicle being used for ambulance, fire brigade or police purposes in certain circumstances; or   (b) anything done with the permission or at the direction of a police constable in uniform; or   (c) anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.   8. A copy of each of the proposed Orders, of the above-mentioned Orders of 1975, 1977, 1995 and 1996 (and of the Orders which have previously amended those Orders, where applicable), of the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until 12th February 1998, at:   (a) The Information Desk, Town Hall, Forest Road, Walthamstow E.17;   (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford E.4; and   (c) The Information Office, Municipal Offices, High Road, Leyton E.10.   9. Any person desiring to object to the proposed Orders or make other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to the Council’s Agents, TMO Services, 9 Osprey Close, Whitstable, Kent CT6 4DT, quoting Ref.
