Revised Traffic Arrangements in the City

Notice is hereby given that to continue the effect of a Police Experimental Scheme made under section 12 of the Road Traffic Regulation Act 1984, the Common Council of the City of London on 27th February 1998 made:   (a) the City of London (Prescribed Routes) (No. 1) Traffic Order 1998, the City of London (Bus Lane) (No. 2) Order 1998, the City of London (Free Parking Places) (Ambulances) Order 1998, the City of London (Free Parking Places) (Disabled Persons) (No. 2) Order 1998, the City of London (Free Parking Places) (Disabled Persons) (No. 2) Order 1998 and the City of London (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. 16) Order 1998, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984;   (b) the City of London (Parking Places) (No. 1) Order 1998, under sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.   2. Notice of the Common Council’s intention to make the Orders was first given in The London Gazzette, on 8th July 1997, page 7840/1, Ref. 490 and the effect of the Orders will be the same as given in that notice.   3. The effect of the Prescribed Routes Order will be to:   (a) restore two way working for vehicles in:       (i) Blackfriars Lane, between Carter Lane and Playhouse Yard;       (ii) Godliman Street;       (iii) Kinghorn Street, between Bartholomew Close and Newbury Street; and       (iv) St. Andrew’s Hill, between Carter Lane and Ireland Yard.   (b) impose one way working for vehicles in Snow Hill, between Smithfield Street and West Smithfield from south-east to north-west;   (c) impose one way working for motor vehicles in Snow Hill, between a point 11.5 metres north-west of the north-western kerb-line of Cock Lane and Smithfield Street from south-east to north-west;   (d) extend the existing one-way working in an anti-clockwise direction in that part of West Smithfield adjacent to the Rotunda so that it will apply between West Smithfield, the main carriageway, and a point 14.5 metres south-west of the south-western kerb-line of Little Britain;   (e) revoke the compulsory left turn by vehicles from:       (i) Distaff Lane into Cannon Street;       (ii) Pageantmaster Court into Ludgate Hill.   (f) prohibit the right turn by vehicles from Queen Victoria Street into Lambeth Hill.   (g) prohibit vehicles by means of a barrier from entering:       (i) Blackfriars Lane, between the northern kerb-line of Playhouse Yard and a point 36 metres north of that kerb-line;       (ii) Distaff Lane at its junction with Queen Victoria Street;       (iii) Godliman Street at its junction with Queen Victoria Street;       (iv) Hosier Lane at its junction with Smithfield Street;       (v) Kinghorn Street, between Bartholomew Close and Newbury Street;       (vi) St. Andrew’s Hill, an area near its junction with Ireland Yard;       (vii) West Smithfield, an area across the whole width of the carriageway, north of the ambulance station and south of the gardens.   (h) prohibit vehicles (except pedal cycles) from entering or proceeding or waiting in the “cycle lanes” (indicated by traffic signs and carriageway markings) in certain lengths of Aldersgate Street and Queen Victoria Street.   4. The prohibition referred to in:   (a) paragraph 3(g)(i), (iii), (v) and (vii) above will not apply to a vehicle being used for ambulance, fire brigade or police purposes in an emergency;   (b) paragraph 3 (g) above will not apply to a pedal cycle entering a pedal cycle gap;   (c) paragraph 3(b), (c), (d) and (f) will not apply to anything done:       (i) with the permission or at the direction of a police constable in uniform;       (ii) in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the City of London Police.   5. The effect of the bus lane Order will be to prohibit any vehicle (with certain exceptions) from entering or proceeding in the area of a carriageway (known as the “bus lane”) lying within or adjacent to the length of Holborn Viaduct specified in Schedule 1 to this notice and between the north-eastern edge of the carriageway of that road and the north-eastern edge of the reservation situated in that length of road.   The principal exemptions to the prohibition above will be to:   (a) a vehicle being used on a bus service provided by or on behalf of London Regional Transport; or   (b) a pedal cycle.   6. The effect of the ambulance parking place Order will be to relocate the parking place for ambulance cars from West Smithfield to Giltspur Street.   7. The effect of the disabled persons’ parking place Order will be:   (a) to revoke the designation by the City of London (Free Parking Places) (Disabled Persons) Order 1994, of the parking place numbered 69 therein situated in Queen Victoria Street;   (b) designate a disabled persons’ parking place on the west side of Giltspur Street. The parking place will be free of charge and will be available at any time for use by City “Red Badge Holders” and “Orange Badge Holders” subject to a maximum stay of 6 hours.   8. The effect of the Waiting and Loading Restriction Order will be to relocate a motor cycle parking bay in West Smithfield.   9. The effect of the parking place Order will be to:   (a) revoke the designation by the City of London (Parking Places) (No. 3) Order 1994, numbered 30, 33, and 40 situated in Queen Victoria Street and St. Andrews Hill;   (b) revoke the designation by the City of London (Parking Places) (No. 4) Order 1994 numbered 59 and 67 situated in Snow Hill and West Smithfield;   (c) re-designated metered parking places in St. Andrew’s Hill and West Smithfield.   10. In connection with the proposals referred to in paragraphs 3, and 6 to 9 inclusive above it has been necessary to revoke the regulations and Order specified in Schedule 2 to this notice and to amend the Orders specified in Schedule 3 to this notice.   11. A copy of each of the Orders which will come into operation on 9th March 1998, of the Regulations and Orders specified in Schedules 2 and 3 to this notice and of a plan showing the affected streets can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Orders were made in The City Secretary’s Department, Guildhall, London EC2P 2EJ.   12. Copies of the Orders may be obtained from the City Engineer’s Department, Guildhall, London EC2P 2EJ.   13. Any person desiring to question the validity of any of the Orders, or of any provision contained therein on the ground that it is not within the powers of the relevant sections of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant Regulations made thereunder has not been complied with in relation to any of the Orders may, within 6 weeks from the date on which the Order was made, make application for the purpose to the High Court.
