Notice is hereby given that the Council of the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, in exercise of power conferred by section 6 of the Road Traffic Regulation Act 1984, have made the above-mentioned Orders on 4th March 1998. The Orders will come into operation on 9th March 1998.   2. The general effect of the Orders will be:       (a) to further amend the Merton (Waiting and Loading Restriction) Order 1977, so as to impose waiting and loading restrictions along London Road, Mitcham, in accordance with Schedule 1 of this notice;       (b) to introduce limited waiting with a maximum stay of 20 minutes, no return within one hour, along sections of London Road defined in Schedule 2 of this notice;       (c) to introduce a bus stop clearways in parts of London Road, Mitcham, defined on Schedule 3 of this notice;       (d) to introduce a bus lane as defined on Schedule 4 of this notice.   3. Exemptions to 2(a) above are provided in the Order to permit vehicles to wait:       (a) to enable passengers to board or alight and to load or unload their personal luggage;       (b) for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street;       (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties.   4. Exemptions to the provisions of the Order are also given for emergency vehicles and anything done with the permission or at the direction of a police constable in uniform.   5. A copy of the Order, the Council’s statement of reasons and a plan of the area affected by the Order can be inspected during normal office hours on Mondays to Fridays until 16th April 1998, in the main reception, Merton Civic Centre, London Road, Morden, Surrey. The notice of proposal was published on 13th November 1997 in The London Gazette.   Any person desiring to question the validity of the Orders or of any provisions contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act, or of any Instrument made under it has not been complied with in relation to the Orders, may, within 6 weeks from the date on which the Orders were made, apply to the High Court for this purpose. London Road, western kerb-line:   (a) Between a point outside the party wall of nos. 162 and 160 London Road and a point 1 metre south of the northern flank wall of No. 30 Monarch Parade, London Road. Waiting restrictions to operate Monday to Saturday, 7 a.m. to 7 p.m.   (b) Between a point 1 metre south of the northern flank wall of No. 30 Monarch Parade, London Road, and a point outside the party wall of Nos. 34 and 35 Monarch Parade, London Road.
