Notice is hereby given that, the Council of the London Borough of Brent, on 2nd March 1998, made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985.   2. The general effect of the Waiting and Loading Restriction Amendment Order will be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:   (a) the hours during which the existing prohibition applies on waiting by vehicles will be changed so that such prohibition will apply at any time in the lengths of streets specified in Schedule 1 to this notice;   (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place will be changed so that such prohibition will apply between 11 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 1 to this notice;   (c) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 2 to this notice;   (d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place will be prohibited between 11 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 2 to this notice;   (e) the sale or offer for sale of goods from a vehicle will be prohibited in the lengths of streets specified in Schedule 2 unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;   (f) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, will be prohibited.   3. The prohibitions referred to in paragraph 2(c) and (d) above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Orange Badge” will apply.   4. The general effect of the Free Parking Places Order will be to:   (a) designate free parking places in the lengths of streets specified in Schedule 5 to this notice to operate at any time;   (b) specify that:     (i) each parking place may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages;     (ii) vehicles may be left for a period of not more than 1 hour in any period of 2 hours;     (iii) the time limit specified in sub-paragraph 4(b)(ii) above will not apply to vehicles displaying a disabled person’s “Orange Badge”.   5. The general effect of the (Parking Places) Order will be to:   (a) revoke the Brent (Parking Places) (No. 2) Order 1997;   (b) designate resident parking places in the lengths of streets specified in Schedule 6 to this notice;   (c) provide that the parking places will operate at any time;   (d) specify that:     (i) each parking place may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid permit;     (ii) no charge will be made for residents or visitors permits, which will be issued by the Council or its agents, to persons whose usual place of abode is in any street or length of street specified in Schedule 7 to this notice, for an initial period of 12 months;     (iii) “penalty charge notices” will be issued and “penalty charge” and “reduced penalty charge” charges will be set under the provisions of section 66 of the Road Traffic Act 1991.   6. A copy of each of the Orders, which will come into operation on 16th March 1998, of a map of the relevant area and of relevant Orders of 1979 and 1997 (and of the Orders which have amended those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made at:   (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and   (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ.   7. Copies of the Orders may be purchased from the address mentioned in paragraph 6(b) above.   8. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant Regulations made thereunder has not been complied with in relation to any of the Orders, may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court. Schedule 1

   Brentfield Road, the north-east side:   (i) between Nos. 1-3 Bruce Road and a point 5 metres south of the southern wall of Nos. 200-202 Brentfield Road;   (ii) between the north-eastern wall of Nos. 1-7 Kingfisher Way and the north-eastern kerb-line of Kingfisher Way.

Schedule 2

   Brentfield Road, the north-west side:   (i) between the north-western kerb-line of Fawood Avenue and a point 5 metres south of the southern wall of Nos. 200-202 Brentfield Road;   (ii) between the north-eastern wall of Nos. 1-7 Kingfisher Way and the north-eastern kerb-line of Kingfisher Way.    Fawood Avenue, the north-west side, from Brentfield Road south-westward for 18.29 metres.    Gloucester Close, from Brentfield Road south-westward for 40 metres.    Mitchellbrook Way, between Brentfield Road and the south-western wall of No. 102 Mitchellbrook Way.
