Proposed changes to Crayford Station Area Controlled Parking Zone

Notice is hereby given that the Council of the London Borough of Bexley, on 9th March 1998, made the following Traffic Orders under sections 6, 45, 46 and 49 of and Part IV of Schedule 9 to the Road Traffic Regulations Act 1984, as amended by section 8 of and Part I of Schedules 5 and 9 to the Local Government Act 1985:   (a) The Bexley (Crayford) (Parking Places) Traffic Order 1998;   (b) The Bexley (Waiting and Loading Restrictions (Amendment No. 60) Traffic Order 1998.   2. The general effect of the Orders will be to extend the existing system of controlled parking in the Crayford Station Area of the London Borough of Bexley covering the streets listed in Schedule 1 to this Notice (hereinafter referred to as the “Controlled Zone”) and to impose further restrictions upon waiting by vehicles.   3. The Bexley (Crayford) (Parking Places) Traffic Order 1998 will:

    (i) designate parking places on the highways in Schedules 2, 3, 4 and 5;     (ii) provide that the parking places on the highways in Schedules 2 and 3 would be in operation between 9 a.m. and 11 a.m. on Mondays to Fridays and that the parking places on the highways in Schedules 4 and 5 would be in operation between 8 a.m. and 6.30 p.m. on Mondays to Saturdays (except on Christmas Day, Good Friday or a Bank Holiday);     (iii) specify that in respect of Schedule 2 parking places vehicles displaying a valid residents permit in a protective cover issued by the Council or a valid visitors permit may be left therein;     (iv) specify that in respect of Schedule 3, 4 or 5 parking places passenger vehicles (12 seats or less), a goods carrying vehicle not more than 2.28 metres in height, a motor cycle or an invalid carriage may be left therein without a charge and that in respect of Schedule 4 parking places the maximum period for which a vehicle may be left there is 20 minutes (no return within 1 hour) and that in respect of Schedule 5 parking places, the maximum period for which a vehicle may be left there is 1 hour (no return within 1 hour);     (v) provide that residents’ permits and protective covers will be issued by the Council on application being made by any person residing in the streets and parts of streets listed in Schedule 1, who is the owner of a passenger vehicle (12 seats or less), a goods carrying vehicle not more than 2.28 metres in height, a motor cycle or an invalid carriage and visitors permits will be issued by the Council to any such person;     (vi) specify that the charge for a residents’ permit would be £5 or £20 for permits expiring at the end of 3 months and 12 months respectively, running from the beginning of the month in which they were issued. The charge for a visitor’s permit (valid for one day) would be 50 pence;     (vii) provide that certain vehicles could wait free of charge in certain circumstances, eg to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by disabled persons (no time limit); and     (viii) revoke the Bexley (Free Parking Places) (No. 1) Order 1991.   4. The Bexley (Waiting and Loading Restriction) (Amendment No. 60) Traffic Order will further amend the Bexley (Waiting and Loading Restriction) Order 1991 (as amended) so that:     (a)        (i)           restrictions on waiting by vehicles “at any time” will apply in parts of Bexley Lane, Crayford High Street, Crayford Road, London Road, Lower Station Road, Roman Way and Station Road;       (ii) restrictions on waiting for the purpose of loading or unloading a vehicle “at any time” will apply in parts of Crayford Road, London Road and Roman Way;       (iii) restrictions on waiting for the purpose of loading or unloading a vehicle between 8 a.m. and 6.30 p.m. on Monday to Saturday will apply in parts of Crayford Road and Roman Way;       (iv) restrictions on waiting by vehicles (other than in designated parking places) between the hours of 9 a.m. and 11 a.m. on Mondays to Fridays would apply in Bexley Close, Bexley Lane (part), Heatherbank Close and Heathlee Road.     (b) the use of any vehicle or of any animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising, will be prohibited in the streets or parts of streets listed in (a) above;     (c) the sale or offer for sale of goods from a vehicle in the streets or parts of streets listed in (a) above will be prohibited except on Sundays, unless the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is affected.   5. The prohibitions referred to in paragraphs 4 (a) above will not apply in respect of anything done with the permission or at the direction of a parking attendant, Traffic Warden or Police Constable in uniform or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc. The usual exemption relating to vehicles displaying a disabled person’s “Orange Badge” would apply.   6. Copies of the Orders, which will come into operation on 16th March 1998, the Bexley (Waiting and Loading Restrictions) Order 1991, the Bexley (Free Parking Places) (No. 1) Order 1991 (and of the Orders which have amended that Order), of a map which indicated each length of road to which the Orders relate, and of a statement setting out the Council’s reasons for making the Orders, may be inspected at The Crayford Library, Crayford Road, Crayford, during normal opening hours, and The Information Centre, Civic Offices, Bexleyheath, Kent DA6 7LB, during normal office hours, Mondays to Fridays, for a period of 6 weeks from the date on which this Notice is published.   7. Copies of the Orders may be purchased from the Chief Engineer’s Department, Room 37, Civic Offices, Bexleyheath, Kent DA6 7LB.   8. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders, may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
