Notice is hereby given that the Westminster City Council, on 18th March 1998, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.   The general effect of the Parking Place Order will be to:   (a) relocate a 2-hour metered parking place in Shirland Road;   (b) provide that in respect of the metered parking place, the classes of vehicle for which it will be available, the hours during which it will operate, the penalty charge and all the times during which vehicles may be left in the parking place will remain unchanged.   The general effect of the Restriction of Waiting on Bus Stops Amendment Order will be to relocate a bus stop and increase the hours of restriction on vehicles waiting at the bus stop (except buses) to apply “at any time”, and to increase the hours of restriction at another bus stop within the vicinity to also apply “at any time”.   The general effect of the Order will be to further amend the City of Westminster (Waiting and Loading Restriction) Order 1976, so that in the lengths of Shirland Road specified in the Schedule to this notice, the hours during which the existing prohibition applies on:   (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be changed so that it will apply at any time;   (b) waiting by vehicles for more than 20 minutes in the same place for the purpose of delivering or collecting goods or loading or unloading a vehicle will be changed so that it will apply between 11 a.m. and 6.30 p.m. throughout the week.   The Orders and other documents giving more detailed particulars of the Orders are available between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ, until 29th April 1998.   The Parking Place Order will come into force for the placing of traffic signs, etc., on 21st March 1998, and for all other purposes on 23rd March 1998. The Waiting and Loading Restriction Order and the Restriction of Waiting on Bus Stops Order will come into force on 23rd March 1998.   Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 29th April 1998. Shirland Road:   (i) the north-east side, between a point 25 metres south-east of the south-eastern kerb-line of Elnathan Mews and a point opposite the party wall of Nos. 43 and 45 Shirland Road.   (ii) the south-west side, between a point 7.6 metres north-west of a point opposite the party wall of Nos. 41 and 43 Shirland Road and a point 29 metres south-east of the south-eastern kerb-line of Braden Street. 19th March 1998.
