Notice of Proposal to make a Traffic Management Order

Notice is hereby given in accordance with the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, that the Council of the London Borough of Southwark proposes to make the above-mentioned Orders.   The proposed Orders would be made under sections 6, 35, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and Road Traffic Act 1991.   The general effect of the Orders would be to:   (a) make alterations to various parking places in the North Southwark Controlled Parking Zone (Zone C) as shown on Schedule 1 to this notice;   (b) make alterations to various parking places in the Newington Controlled Parking Zone (Zone D) as shown in Schedule 2 to this notice;   (c) provide that vehicles displaying disabled persons orange badges be limited to a maximum stay of 3 hours free of charge in all off-street car parks where charges are levied;   (d) provide that only vehicles displaying a valid Market Traders Parking Permit be left in areas designated for market traders’ vehicles in the Stead Street Car Park;   (e) introduce a yearly season ticket for the leaving of vehicles in the Stead Street Car Park at a charge of £530 per year;   (f) introduce disabled persons parking places as shown in Schedule 3 of this notice;   (g) introduce 5 doctor parking places in Manor Place (adjacent to the Royal Mail Sorting Office) at which only vehicles displaying a valid “Doctors Parking Permit” may be left during the hours of 8 a.m. and 8 p.m. on any day of the week as shown in Schedule 4. Cost of permit—£72 per bay per year.   A copy of the proposed Orders, the Southwark (Parking Places) (No. 1) and (No. 2) Orders 1987, the Southwark (Off-Street Parking Places) Order 1975, the Southwark (Free Parking Places) (Disabled Persons) Order 1998 and the Southwark (Doctor Parking Places) Order 1974, together with plans and the Council’s statement of reasons for proposing to make the Order, can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of a period of 21 days from the date on which this notice is published, in the Council Offices, Chiltern, Portland Street, London SE17 2ES.   Further information may be obtained from Ron Shaw, Southwark Regeneration and Environment Department (Traffic Group), Council Offices, Chiltern House, Portland Street, London SE17 2ES, or by telephoning (0171) 525 5381.   Any persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof, to the Director of Regeneration and Environment, Council Offices, Chiltern House, Portland Street, London SE17 2ES, quoting Ref. Schedule 1
Controlled Parking Zone C (North Southwark) Alterations

  (a)  Southwark Street —introduce 4 two-hour meter parking bays;   (b)  Pastor Street —convert a two-hour meter parking bay into a disabled persons parking bay;   (c)  Brook Drive —convert a four-hour meter parking bay into a disabled persons parking bay and 4 four-hour meter parking bays to a residents parking place;   (d)  Keyworth Street —introduce one four-hour meter bay and 1 two-hour bay;   (e)  The Cut —introduce 4 four-hour meter bays and convert 4 two-hour meter bays to four-hour meter bays;   (f)  Price’s Street/Southwark Street —relocate existing residents’ parking places in Price’s Street and Southwark Street and introduce 4 two-hour meter parking bays in Southwark;   (g)  Bear Lane —revoke one meter parking bay;   (h)  Southwark Bridge Road —convert 7 two-hour meter parking bays to 7 four-hour meter parking bays;   (i)  Loman Street —introduce a residents parking place.

Schedule 2
Controlled Parking Zone D (Newington) Alterations

  (a)  Tabard Street —alter the existing meter parking bays on the north-east side to residents parking places;   (b)  Deverell Street —remove 2 two-hour meter parking bays;   (c)  Spurgeon Street —introduce 4 two-hour meter bays;   (d)  Falmouth Road —remove 4 meter parking bays and convert a residents parking place to 4 two-hour meter parking bays;   (e)  Elephant Road —introduce 4 two-hour meter parking bays;   (f)  Tiverton Road —revoke 2 two-hour meter parking bays to residents parking places;   (g)  Bath Terrace and Rockingham Street —convert four-hour meter parking bays to residents parking places;   (h)  Meadow Row —introduce 4 two-hour meter parking bays.

Schedule 3
Disabled Persons Parking Places situated at or in close proximity to the following locations:

  (a)  Pastor Street, adjacent to southern wall of the London College of Printing;   (b)  Brook Drive, rear of Elephant and Castle Recreation Centre.

Schedule 4
Doctor Parking Places

   Manor Place, the north-west side:   (a) from a point 6 metres north-east of the north-east kerb-line of Crampton Street, north-eastward for a distance of 15 metres (3 bays); and   (b) from a point 30 metres north-east of the north-east kerb-line of Crampton Street, north-eastward for a distance of 10 metres (2 bays). 2nd April 1998.
