Designation of Conservation Areas
Notice is hereby given that the North Kesteven District Council, pursuant to section
69(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, has designated
an extension to the Sleaford Conservation Area.
The revised boundary is extended southwards along the eastern side of Southgate,
turning eastwards to follow the boundary wall between the Sleaford cinema and ‘Turnbull’s’
builders merchants. The new boundary line joins the existing to the rear of the cinema
building.
The Conservation Area extension encompasses three shop units: ‘Ladbrooke’s’ licensed
bookmakers, a hairdressers and an electric goods retailer. These shops appear 19th
century in origin and though much altered, retain their traditional scale and proportions.
The key inclusion is the cinema itself. This building is of local historic importance,
pre-dating the rise of the ‘talkies’ and the main boom of cinema building in the late
1920’s. At the same time, the largely unaltered art deco exterior makes an important
and distinctive contribution to townscape character at the entrance to the town centre.
The main effects of Conservation Area designation are that, subject to certain
exceptions, the consent of the District Council is required for the demolition of
buildings or walls. In addition, 6 weeks notice must be given to the District Council
before carrying out any lopping, topping or felling of trees.
In assessing any development proposals the Council has a duty to pay special attention
to the character and appearance of the area. In this case, it is intended that designation
will act as an impetus for the preservation and enhancement of the area in general
and the cinema in particular.
