Extension and Renaming of Conservation Area Planning (Listed Building and Conservation Areas) Act 1990
Notice is hereby given that on 10th September 1998 the Common Council of the City of London, in pursuance of section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990, determined: 1. To extend the boundary of the St. Helens Place Conservation Area to include: 42-4 Bishopsgate 46 Bishopsgate 33 Great St. Helens 34-5 Great St. Helens 36-7 Great St. Helens The Church of St. Helen Bishopsgate and churchyard The public highway in Great St. Helens. 2. To rename the designated area—St. Helens Conservation Area. The effect of the designation of a Conservation Area is as follows: 1. The Local Planning Authority come under a duty to pay special attention to the desirability of preserving or enhancing the character or appearance of the area in the exercise of their powers under the Planning Acts; 2. Conservation Area Consent will now be required for the demolition of all unlisted buildings in the area; 3. Planning Applications for development which would in the opinion of the local planning authority affect the character or appearance of the conservation area must be given publicity and representations received as a result of the publicity must be taken into account in determining the application; 4. Permitted Development Rights under the Town and Country Planning (General Development) Order 1995 are more restricted than in other areas; 5. Specific statutory duties are imposed on telecommunications operators (by virtue of licences granted under the Telecommunications Code 1984); 6. The right to display certain types of illuminated advertisement without express consent under the Town and Country (Control of Advertisements) Regulations 1992; Schedule 3, Class 4A and 4B is excluded; 7. It becomes an offence subject to certain exceptions to cut down, top, lop, uproot, wilfully damage or wilfully destroy any tree in the area except with the consent of the local planning authority; 8. The local planning authority are now under a duty to formulate and publish proposals for the preservation and enhancement of the area. The precise boundaries of the conservation area are shown on a map entitled “St. Helens Conservation Area” which may be inspected, free of charge, at the office of the City Planning Officer, at Guildhall, London E.C.2, during normal office hours.
