THE A232 LOCAL ROAD (SUTTON) RED ROUTE EXPERIMENT TRAFFIC ORDER 1998 VARIATION ORDER 1999 THE A232 LOCAL ROAD (SUTTON) RED ROUTE (SIDE ROADS) EXPERIMENTAL TRAFFIC ORDER 1998 VARIATION ORDER NO. 2 1999

Notice is hereby given that the Council of the London Borough of Sutton made the above-named experimental traffic Orders on Tuesday, 12th January 1999 under sections 9, 10 and 124 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. The Orders come into effect on Monday, 25th January 1999 and can remain in force for up to 8 months. 2. The principle objectives of the Orders are to amend the Priority (Red) Route controls in Acre Lane, Carshalton, in order to prevent obstructive, parking; in Croydon Road, Beddington, to provide limited waiting parking controls to aid the adjacent retail premises; in Croydon Road to remove an Orange Badge Holder box; and in Carshalton Road, Sutton, to provide double red lines to protect a new traffic signal control. The new controls will be introduced on an experimental basis to allow for minor amendments to be made in the light of operational experience. The Council will be considering making permanent Orders in like terms in due course. 3. The general effect of the Orders will be to: (i) introduce a single red line across a vehicular crossover adjacent to No. 2 Acre Lane to protect the access from obstructing vehicles; (ii) introduce limited waiting parking controls within the service road fronting Nos. 174 to 216 Croydon Road with a maximum duration of 1 hour and no return within 2 hours; (iii) remove an Orange Badge Holder box adjacent to No. 1 Bute Road which was implemented for a resident that has since moved from a near-by property; and (iv) extend double red lines on Carshalton Road to the west of and including Manor Park Road to protect the approach of a new traffic signal controlled junction. 4. While the Orders are in force the Council may modify or suspend the Orders or any of their provisions if it appears essential to do so for certain purposes. 5. In due course the Council will be considering whether or not the provisions of the Orders should be continued in force indefinitely. Within the period of 6 months from the coming into force of the Orders, or if the Orders are subsequently varied by another Order or modified, from the coming into force of that variation or modification (whichever is the latest), any person may object to the making of the Orders to continue indefinitely those provisions. Any such objection must be made in writing, giving the grounds on which it was made, and sent to the Head of Planning and Transportation, London Borough of Sutton, Environmental Services Department, 24 Denmark Road, Carshalton, Surrey SM5 2JG. Any objection may be communicated to other persons who may be affected. 6. A copy of the Orders, plans indicating the location and effect of the restrictions, the Council’s statement of reasons for making the Orders and for proceeding by way of experiment, and copies of Orders revoked, suspended or varied by the Orders may be examined at (i) Civic Offices, St. Nicholas Way, Sutton, Monday to Friday 9 a.m. to 5 p.m.; and (ii) Environmental Services, 24 Denmark Road, Carshalton, Monday to Friday 9 a.m. to 5 p.m. 7. The documents will be available for inspection during the period within which objections can be made in accordance with paragraph 5 above. 8. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
