ENFIELD TOWN CONTROLLED PARKING ZONE—VARIOUS AMENDMENTS

Notice is hereby given that the Council of the London Borough of Enfield propose to make: (a) the Enfield (Parking Places) (Pay and Display) (Various Roads Enfield Town) (Special Parking Area) (No ) Order 200 ; (b) the Enfield (Resident’s Parking Places) (Enfield Town) (Special Parking Area) (No ) Order 200 ; (c) the Enfield (Free Parking Places) (Disabled Persons) (Special Parking Area) (No ) Order 200 ; (d) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No ) Order 200 ; under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Orders would be to amend Pay and Display, Residents and Disabled Persons parking facilities and to vary waiting restrictions in certain streets within the Enfield Town Controlled Parking Zone. 3. The effect of the Pay and Display Order would be to: (a) change the charge for pay and display parking tickets to a lower rate and introduce a two hour maximum period in those pay and display parking places therein situated in the lengths of streets specified in Schedule 1 to this notice. The hours of operation would not be changed; (b) provide that the charge for the issue of pay and display parking tickets in the parking places referred to in sub-paragraph (a) above would be: (i) changed from £0.25 to £0.15 for up to 15 minutes; (ii) changed from £0.50 to £0.30 for up to 30 minutes; (iii) changed from £1.00 to £0.60 for up to 1 hour; (iv) to introduce a 2 hour maximum period for £1.20; (c) introduce a three hour maximum period in the pay and display parking place therein situated in the length of street specified in Schedule 2 to this notice where the charge for the issue of a three hour pay and display parking ticket would be £1.80. The hours of operation would not be changed; (d) specify that the vehicles which may be left in the pay and display parking places shall be those displaying a valid parking ticket issued by a parking pay and display machine provided in respect of that parking place under the provisions of the Enfield (Parking Places) (Pay and Display) (Various Roads, Enfield Town) (Special Parking Area) (No 1) Order 2000; (e) provide that certain vehicles may wait free of charge in certain circumstances, eg to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by disabled persons (no time limit). 4. The effect of the Residents’ Parking Places Order would be to: (a) revoke the designation by the (Residents’ Parking Places) (Enfield Town) (Special Parking Area) (No 1) Order 1994 (and amending Orders) of certain residents’ parking places in Chalkwell Park Avenue, Chase Side-Enfield, Essex Road, Gentleman’s Row, Ladysmith Road, Monastery Gardens and the service road fronting Nos 70 to 106 London Road; (b) provide shared-use parking places so that the Pay and Display parking places specified in Schedule 3 to this notice would also be available for use by the permit holders specified in sub-paragraph 4(e) below; (c) designate residents’ parking places in the lengths of streets specified in Schedule 4 to this notice at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places; (d) provide that the residents’ parking places would operate between 8.00 am and 6.30 pm Mondays to Saturdays inclusive (Christmas Day, Good Friday and Bank Holidays excepted); (e) specify that the vehicles which may be left in the residents’ parking places shall be those displaying a valid residents’ permit, a valid community health staff permit, a valid social services staff permit, a valid special permit, a valid carers’ permit or a valid visitors parking card issued by the Borough Council or its authorised agent under the provisions of the Enfield (Residents’ Parking Places) (Enfield Town) (Special Parking Area) (No 1) Order 1994; (f) provide that the charge for the issue of a residents’ permit would be £53 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;
(g) provide that the charge for the issue of a community health staff permit or a social services staff permit would be £11 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (h) provide that the charge for the issue of a special permit or a carers’ permit would be £53 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (i) provide that the charge for the issue of a residents’ visitors parking card which, upon validation, would be valid for a single morning period (between 8.00 am and 2.00 pm), or a single afternoon period (between noon and 6.30 pm) on any day on Mondays to Saturdays inclusive, would be 65 pence each. The parking cards are available in booklets comprising of 10 parking cards each ( a maximum of 50 parking cards may be issued to a householder in a 12 month period). Up to a maximum of 2 validated parking cards may be displayed at any one time, which would allow parking all day in the parking space; (j) provide that certain vehicles may wait free of charge in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit). 5. The general effect of the Disabled Persons Free Parking Places Order would be to revoke the designation by the Enfield (Free Parking Places) (Disabled Persons) (Special Parking Area) Order 1994 (and amending Orders) of certain disabled persons’ parking places in Chalkwell Park Avenue, Green Lanes, Horseshoe Lane, Middleham Road, Monastery Gardens and the access road to Anvil House and Gilpin House, Sebastopol Road. 6. The restrictions imposed by the Enfield (Waiting and Loading Restrictions) (Special Parking Area) Order 1994, would apply to any area previously designated as a parking place and not re-designated as such, as they apply in the immediate vicinity. 7. The general effect of the Waiting and Loading Restriction Order would be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that: (a) the hours during which the existing prohibition applies on waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that they would apply at any time in the lengths of streets specified in Schedule 5 to this notice; (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be changed so that it would apply between 11.00 am and 6.30 pm throughout the week in the lengths of streets referred to in sub-paragraph (a) above. 8. A copy of each of the proposed Orders, of the Enfield (Parking Places) (Pay and Display) (Various Roads, Enfield Town) (Special Parking Area) (No 1) Order 2000, the Enfield (Residents’ Parking Places) (Enfield Town) (Special Parking Area) (No 1) Order 1994, the Enfield (Free Parking Places) (Disabled Persons) (Special Parking Area) (No 1) Order 1994 and the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994 (and of the Orders which have previously amended or applied those Orders), of maps indicating the location and effect of the proposed Orders and of the Council’s statement of reasons for proposing to make the Orders can be inspected at the Reception Desk, “B” Block, The Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive. 9. Persons desiring to object to any of the proposed Orders, or make any other representations in respect of any of the proposed Orders, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Head of Traffic and Parking Services, The Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting Ref DGO/TG52/767, by 7 February 2002. 10. Under the Local Government (Access to Information) Act 1985, many of the reports made to a Committee of the Council are open to the press and to the public. When this happens any document used to a material extent in compiling the report are also open to inspection. This means that any letter you write to the Council in response to this notice may be available to the press and to the public, who would be entitled to take copies of it if they wish. Schedule 1 Pay and Display—reduced parking ticket charges and the introduction of a two hour maximum parking period Cecil Road, the south side, from a point 4 metres west of a point opposite the south-westernmost wall of No 81 Cecil Road westward for a distance of 10 metres. Cecil Road, the south side, from a point 23 metres west of a point opposite the south-westernmost wall of No 81 Cecil Road westward for a distance of 25 metres. Cecil Road, the south side, from a point 19 metres south-east of the common boundary of Nos 55 and 57 Cecil Road south-eastward for a distance of 10 metres. Sydney Road, the north-east side, from the common boundary of Nos 45 and 47 Sydney Road to a point 32 metres south-east of the south-eastern boundary of No 27 Sydney Road. The service road fronting Nos 70 to 106 London Road, the north-east side, from a point 1 metre south-east of a point opposite the party wall of Nos 72 and 74 London Road to a point 63 metres north-west of the north-western kerbline of Lincoln Road.
Schedule 4 Residents’ Parking Places to be designated Chalkwell Park Avenue, the north-west side, from a point 6 metres north-east of the north-eastern kerbline of Roseneath Walk, north-eastward for a distance of 40 metres. Essex Road, the south-east side, from a point 5 metres south-west of the common boundary no Nos 24 and 26 Essex Road, north-eastward for a distance of 5 metres. Gentleman’s Row, the north-west side, from a point 8 metres north-east of a point opposite the southern wall no No 8 Gentleman’s Row, south-westward for a distance of 15 metres. Schedule 5 Change existing waiting restriction to: At Any Time Essex Road, the north-west side, between the south-western kerbline of London Road, and the north-eastern kerbline of Sydney Road.
